Wyoming Energy Authority must complete a two-phase transmission planning study analyzing impacts of low, moderate, and high load growth scenarios on Wyoming's transmission system from 2026 to 2046

Phase 1 requires modeling transmission needs, evaluating advanced technologies and electricity storage, and conducting a gap analysis to identify constraints; results due to legislative committees by November 1, 2027

Phase 2 must summarize Wyoming public utilities' participation in regional transmission organizations, independent system operators, and energy markets; results due by September 1, 2028

Advisory working group must be established with representatives from rural electric cooperatives, investor-owned utilities, municipal utilities, the Public Service Commission, and the Office of Consumer Advocate

Advisory group must be consulted throughout both study phases on methodology, assumptions, preliminary findings, and recommendations
