Requires a three-judge district court panel to hear any case challenging the constitutionality of a Wyoming statute or session law, when requested by the attorney general or district attorney

Prohibits any single district court judge from issuing preliminary or permanent injunctions blocking enforcement of state laws in constitutional challenges; only the three-judge panel may grant such relief

Allows a single judge to issue temporary restraining orders pending panel review, with a hearing required within 30 days

Bars retired judges and justices from being assigned to any case involving constitutional challenges to state statutes or session laws

Effective July 1, 2026, applying to new cases and to existing cases where constitutional challenges are raised after that date
