Creates the University of Wyoming faculty research project account with $50 million from the general fund to incentivize faculty research, including acquisition of research equipment, donor-matched projects, Wyoming business-requested research, and other university-specified projects

Requires 1:1 matching of nonstate funds for most research expenditures, except for graduate student stipends which are exempt from the matching requirement

Appropriates $1.2 million separately for graduate student research stipends, capped at $1,500 per month per student in addition to regular income

Establishes default profit and patent ownership distribution of 85% to faculty researchers and 15% to the university, unless otherwise negotiated

Mandates annual reporting to legislative committees beginning October 1, 2027 on funded projects, research subjects, expenditures, and graduate stipend recipients
