Requires all Wyoming elections to use paper ballots that are manually counted by hand, prohibiting the use of electronic voting machines, tabulators, automated counting equipment, e-pollbooks, and scanners

Mandates counting teams of at least 4 members from at least 2 different political parties, with all counting conducted in public view and recorded on video for retention of 60 months (recordings must be posted on county clerk websites)

Establishes detailed ballot reconciliation requirements tracking ballots from printing through final storage, with 24-month video surveillance of stored ballots and documented chain of custody for all transfers

Requires post-election audits reviewing at least 10% of cast ballots in each contest, with any unresolved discrepancies potentially resulting in the election being declared null and void and a special election called

Effective immediately upon enactment, applying to all elections after January 1, 2026, with penalties up to $5,000 per violation for election officials who knowingly violate the new requirements
