Creates the Cowboy State Agricultural Trust Fund with a $10 million transfer from the general fund, structured as a permanent perpetual trust where only investment earnings may be spent on grants

Establishes a 9-member oversight committee including the Department of Agriculture director, UW College of Agriculture dean, Wyoming Business Council CEO, and representatives from community colleges, high schools, agricultural nonprofits, and three production agriculture practitioners

Authorizes grants for agricultural education at UW and community colleges, K-12 agriculture classroom programs, workforce development with internships, value-added agriculture projects, business education for farmers, and technology adoption in production agriculture

Requires 1:1 matching of nonstate funds for all grants, caps individual grants at $200,000 without specific legislative approval, and mandates annual reporting from grant recipients

Appropriates $42,944 for committee administrative expenses through June 30, 2028, with the act taking effect July 1, 2026
