County clerks must conduct hand count audits of approximately 5% of election day ballots following the 2026 primary and general elections to compare against electronic tabulating machine results

Secretary of state selects one federal race and one statewide race per county for audit, with notification by close of business the Wednesday after the election; county clerks must also audit all legislative races on the ballot

Audit boards must consist of at least 3 qualified electors with no more than 2 members from the same political party, and audits must be completed within 9 days after county canvass

Any inconsistencies between electronic counts and hand count results must be reported to the secretary of state within 9 days of county canvass, with a final report to the joint corporations, elections and political subdivisions interim committee by May 1, 2027

Judges of election may serve on counting boards for hand count audit purposes during the 2026 elections, creating an exception to the general prohibition on dual service
