Amends W.S. 15-7-101 to require cities and towns to comply with the Surface Water Drainage Utility Act and hold an election under W.S. 16-10-105 before setting rates for surface water runoff diversion or management

Municipalities that adopted ordinances collecting fees, costs, or taxes for surface water diversion/management prior to July 1, 2026 without holding the required election must hold one by July 1, 2027

If voters reject the financing proposition at the required election, the municipality must cease collecting all related fees, costs, or taxes within 60 days of the election results

Effective date is July 1, 2026
