Wyoming Business Council prohibited from accepting new applications, processing pending applications, or approving/disbursing grants, loans, or bonds for any programs beginning April 15, 2027

Council must submit comprehensive report by April 30, 2026 detailing all obligated grant funds, outstanding loans and bonds, real and personal property holdings, and all programs and funds administered

One-year freeze (July 1, 2026 through June 30, 2027) preventing the Council from expanding existing programs or assuming new duties and functions

Creates a 13-member legislative task force to evaluate the Council's operations and programs, recommend which should be retained, modified, privatized, transferred, or eliminated, with findings due by October 1, 2026

Appropriates $60,000 total from the general fund ($20,000 to legislative service office and $40,000 to governor's office) for task force member compensation and travel expenses
