Creates a 9-member Wyoming-Ireland Trade Commission to promote bilateral trade, investment, business exchanges, and economic cooperation between Wyoming and Ireland

Commission membership includes 2 gubernatorial appointees, 6 legislators (4 majority, 2 minority), and 1 appointee from the Wyoming Business Council board of directors

Members must represent higher education, Irish-American community, industries trading with Ireland, or business/trade organizations; terms are 2 years beginning March 1 of odd-numbered years

Commission must meet at least quarterly, elect a legislative chairman annually, and submit annual reports with findings and legislative recommendations to the governor and legislative leaders by November 1

Wyoming Business Council provides administrative support; legislative members receive salary and travel reimbursement while nonlegislative members receive only travel expenses
