Proposes amending the Wyoming Constitution to require Wyoming Supreme Court justices to be confirmed by a majority vote of the Senate before assuming office, with provisions for interim appointments when the Senate is not in session

Restructures the Judicial Nominating Commission from 7 to 9 members, with 5 non-lawyers (3 appointed by governor, 1 by senate president, 1 by house speaker), 2 Wyoming State Bar attorneys, and 2 judges who are not supreme court members

Removes the chief justice as automatic chairman of the commission and requires a non-lawyer member to serve as chairman

Changes the nominee list from "not less than three" to "at least three and not more than five" candidates for judicial vacancies

Authorizes the legislature to define "actual practice of law" for purposes of supreme court justice qualifications and to establish conflict of interest, recusal, and public notice standards for the commission
