Wyoming Legislature applies to Congress under Article V of the U.S. Constitution for a convention of states limited to proposing amendments that impose fiscal restraints on the federal government, limit federal power and jurisdiction, and establish term limits for federal officials and members of Congress

Convention requires applications from two-thirds (2/3) of state legislatures for the same purpose before Congress must call it; each state receives one vote at the convention

Congress's role is limited to setting a reasonable time and place for the initial meeting; Congress has no authority to set convention rules or name delegates, which remains exclusively with state legislatures

Amendments to the Bill of Rights are expressly prohibited from consideration at any convention called under this application

Application remains in effect as a continuing application until two-thirds of states have applied on the same subject; Wyoming's Secretary of State must transmit copies to the President, Congress, Wyoming's congressional delegation, and all state legislative presiding officers
