Proposes amending Article 1, Section 38(c) of the Wyoming Constitution to grant the legislature exclusive authority to define what constitutes "health care" for purposes of the constitutional right of health care access

Removes the legislature's existing power to determine "reasonable and necessary restrictions" on health care rights, replacing it with authority to "enact laws regulating health care"

Requires any health care regulations to be "reasonably related to protecting the health and general welfare of the people" or accomplishing other constitutional purposes

Establishes the "rational basis" standard of judicial review for legislation regulating health care, which is the lowest level of constitutional scrutiny

Requires two-thirds approval from both legislative houses, followed by majority approval from Wyoming voters at the next general election to take effect
