Proposes an amendment to Article I, Section 33 of the Constitution of Tennessee to clarify that slavery and involuntary servitude are prohibited in this state, but that duly convicted inmates can work while incarcerated.
As enacted, removes administrative attachment of the Tennessee corrections institute to the department of commerce and insurance; replaces the commissioner of commerce and insurance as the appointing authority for the executive director of the board of control of the institute, making the board of control the new appointing authority. - Amends TCA Title 4 and Title 41, Chapter 7.
