Establishes a specific statutory pathway for distillery manufacturers to receive a distillery off-premises event endorsement under a class P license.

Requires agencies preparing economic impact statements for small businesses contain findings that the anticipated compliance costs of a proposed rule scale proportionally with the business size, and do not impose fixed costs that favor larger businesses.
Allows food service businesses to provide temporary outdoor dining whenever building/other structure used for food service rendered uninhabitable by casualty fire/flood for 18 months or the building fit for occupancy sunsetting on 6/30/27.
Creates the interchange fee restriction act restricting interchange fees on sales and use tax or excise tax when payment is made with a credit or debit card.
Prohibits the charging of interchange fees on taxes and gratuities.
Expands the duties of the small business ombudsman, by also having the ombudsman serve as the Rhode Island commerce corporation's small business advocate.

Requires food service establishments to add an additional warning to their menus relative to food allergens and impose a civil penalty on those establishments that fail to include the required warnings on its menus.
