Allows for the electronic filing of domestic violence/sexual assault reporting forms by law enforcement agencies, enhances the information to be included on the reporting forms, and clarifies that the reporting forms should be submitted monthly.
Imposes a wealth tax on Rhode Island individuals and entities at a rate of one percent (1%) of worldwide wealth.
HOUSE RESOLUTION RECOGNIZING APRIL 2026 AS "OUT-OF-SCHOOL TIME MONTH" IN THE STATE OF RHODE ISLAND
Provides that the statute of limitations for second-degree sexual assault shall be 10 years from the date of the offense, or, in the case of a victim who is under the age of 18, ten years from the victim’s eighteenth birthday, whichever is later.

Amends the standards and limitations on permitted parking requirements for dwelling units.
Authorizes temporary periods for extended service hours under existing liquor licenses for the 2026 FIFA World Cup Tournament, subject to limitations or opt out by a municipality via council resolution.
Provides that the month of September in each year be designated "Rhode Island Senior Center Month" with appropriate exercises in public places.
Makes several amendments to provide for an online nomination paper portal for election nomination papers.

Requires landlords of residential properties built before 1978 to register lead hazard mitigation information with the department of health and the information would remain private and only accessible by specific entities.
HOUSE RESOLUTION CELEBRATING THE 175TH ANNIVERSARY OF THE YMCA IN THE UNITED STATES AND RECOGNIZING THE IMPACT OF THE RHODE ISLAND ALLIANCE OF YMCAS
Sets the zoning statewide for “family child care homes” to no fewer than twelve (12) children maximum.
Removes the fee for registration and plate transfer for a Distinguished Service Cross registration plate.
Requires all write-in votes, regardless of qualification, to be reported and published by the state board of elections, on its website.
Amends various provisions relative to adaptive reuse projects on state-owned property and certain conditions applied thereto.
Establishes an opportunity for employee ownership where the owner notifies all current full-time and part-time employees and provides them with a 30-day window in which to initiate a process to potentially purchase the business as a workers' cooperative.
Provides that minor subdivisions include single family infill subdivisions and establishes procedures for single family infill subdivisions within the subdivision of land chapter of the general laws.
Provides a series of updates to size, weight, and load regulations for commercial and specialized vehicles.
Creates three (3) new awards for Rhode Island National Guard members and would provide eligibility for the Rhode Island star for certain civilian government employees and military and civilian leaders of foreign governments.
Exempts property that consists of the lake bed and Wilson’s Reservoir in the town of Burrillville from taxes.
Makes the bridge over Smith Street and Route 95, the George Nee Bridge.

Clarifies the role of a corporation electing to be governed as a workers' cooperative to allow it to operate as a hiring hall under certain circumstances.
Adds early voting to the 50 feet buffer prohibitions against politicking during election day voting.
HOUSE RESOLUTION PROCLAIMING APRIL OF 2026, TO BE "FINANCIAL LITERACY MONTH" IN THE STATE OF RHODE ISLAND
Establishes the Rhode Island orange heart medal to formally recognize Rhode Island veterans whose service exposed them to toxic herbicides, burn pits, or other hazardous agents.
Allows the dependents of a national guard member, who is in good standing, to be eligible for tuition assistance.
HOUSE RESOLUTION URGING CONGRESS TO AUTHORIZE THE AWARD OF THE ARMED FORCES EXPEDITIONARY MEDAL, OR SIMILAR RECOGNITION, TO UNITED STATES SERVICE MEMBERS WHO SERVED IN HONDURAS FROM 1981 TO 1992
Requires courts to presume release for most probation violations, set reasonable bail or non-monetary conditions, limit detention to cases of risk or danger, require prompt hearings, and mandate written reasons for detention.
Extends teacher certifications without fee or penalty for three (3) or five (5) years for teachers who hold certifications as of July 1, 2026.

Amends the composition of the urban collaborative in Providence and provides that it is governed by a board of trustees.

Authorizes municipalities to make an emergency declaration under limited circumstances to allow for the construction and use of SAFE Units on a temporary basis which have specialized requirements and exemptions from the state fire and building codes.
Defines "military-connected student" and permits military-connected students to enroll by remote registration upon presentation of military orders confirming the parent or guardian be stationed in this state during the current or following school year.
SENATE RESOLUTION URGING THE CONGRESS OF THE UNITED STATES TO ENACT THE MAJOR RICHARD STAR ACT
JOINT RESOLUTION CREATING A SPECIAL LEGISLATIVE COMMISSION TO STUDY CURRENT CONDOMINIUM LAW AND PROVIDE RECOMMENDATIONS FOR IMPROVEMENTS TO TRANSPARENCY, ACCOUNTABILITY AND ONGOING AFFORDABILITY OF CONDOMINIUMS IN RHODE ISLAND (Creates a 16-member commission to study current condominium law and provide recommendations for improvements, and who would report back to the General Assembly by December 31, 2027, and would expire on March 15, 2028.)
Includes veterans 75 years or older with a combined service connected disability rating of 70% as eligible for disabled veterans license plates.
Disabled veteran license plate may be transferred to veterans' spouse or issued to veteran or veterans spouse.
Establishes the Rhode Island center for employee ownership to facilitate businesses in transitioning to an employee-owned business model.
Establishes the terminally ill patients’ right to try act.
Requires party chairpersons to submit lists of party voters to the mayor or council president within 30 days of notice of vacancy in a municipal election office and mayor/council president are required to make a replacement nomination within 30 days.
Provides that exemptions to the prohibition of liquor licenses within two hundred feet (200') of schools or places of worship do not eliminate neighboring property owners’ remonstrance rights to object to the license.
Allows animal control officers in the cities and towns to lawfully take charge of and provide adequate care to any animal found abandoned or neglected or hazardously accumulated and includes them as agents authorized to enforce the provisions of this law.
Changes the date for the election of delegates to the conventions from the fourth Tuesday in April to the first Tuesday in March 2028.
