As enacted, enacts the "Financial Aid Simplification for Tennesseans (FAST) Act." - Amends TCA Title 12, Chapter 3; Title 49, Chapter 1 and Title 49, Chapter 4.

As enacted, allows, under certain conditions, the advisory boards of the University of Tennessee institutions and state university boards to meet electronically or by other means of communication without a physical quorum present at the location of the meeting given in the meeting notice; changes from April 15 to May 31 the date by which the faculty member and the student member must be appointed to a University of Tennessee institution advisory board. - Amends TCA Section 8-44-108; Section 49-9-501 and Section 49-7-151.

As enacted, revises a provision relating to the level and intended recipients of occupational training and technical education provided by state colleges of applied technology; deletes provisions relating to the creation of certain staff positions for vocational-technical education. - Amends TCA Title 49, Chapter 11, Part 4.

As introduced, requires public institutions of higher education to classify a student who is the spouse or dependent child of a service member as an in-state student for tuition purposes, regardless of the spouse's or dependent child's domicile or place of residence. - Amends TCA Title 49.

As introduced, reduces the number of days from 15 to 10 that the comptroller has to determine whether certain financing agreements to fund a medical school under the Medical School Authorities Act is in compliance with the guidelines, rules, and regulations of the state funding board. - Amends TCA Title 7; Title 33; Title 49; Title 63 and Title 68.

As introduced, clarifies that online and alternative delivery fees are covered by the tuition and fee waiver for full-time state employees. - Amends TCA Section 8-50-114.

As introduced, prohibits a state institution of higher education from discriminating against a student based on the political viewpoint expressed by the student; prohibits an institution from penalizing, rewarding, or grading a student's coursework based on the political viewpoint expressed by the student; authorizes a student to pursue a cause of action against an institution for discriminating against the student based on the political viewpoint expressed by the student. - Amends TCA Title 49.

As introduced, requires the commission to develop and implement a quality assurance funding program that will allow institutions of higher education to earn a percentage of funds, in addition to the institution's outcomes-based funding formula model recommendation, that is based on the quality of programs and student success beyond graduation. - Amends TCA Title 49, Chapter 7.

As introduced, requires the Tennessee higher education commission to submit a report to the governor and speakers of the senate and house of representatives by December 31, 2021, on issues of food insecurity among students at public institutions of higher education in this state and that identifies and describes the efforts of the institutions to address food insecurity among students. - Amends TCA Title 4; Title 49, Chapter 50; Title 49, Chapter 7; Title 49, Chapter 8; Title 49, Chapter 9; Title 53 and Title 71.

As introduced, increases from 16 to 20 point font the minimum font size that must be used by a postsecondary educational institution on a transferability of credits disclosure required to be given to a student prior to the student signing an enrollment contract. - Amends TCA Title 49.

As introduced, authorizes persons aggrieved by final decisions of public four-year institutions of higher education to file petitions for contested case hearings to object to such decisions. - Amends TCA Title 4, Chapter 5 and Title 49.

As introduced, prohibits a public institution of higher education from preventing a student athlete from earning compensation as a result of the use of the student athlete's name, image, or likeness. - Amends TCA Title 49.

As introduced, revises the calculation of cumulative grade point averages for purposes of the Tennessee Promise scholarship; permits appeals of Tennessee Promise scholarship denials or revocations based on calculations of cumulative grade point averages; awards Promise scholarships for 2019–2020 retroactively to certain students based on recalculation of cumulative grade points. - Amends TCA Section 49-4-708 and Title 49, Chapter 4, Part 9.

As introduced, prohibits a public institution of higher education from punishing a student athlete based on a gift, benefit, or inducement given to the student athlete or the student athlete's family by a booster. - Amends TCA Title 49, Chapter 7, Part 1.

As introduced, increases from $1,000 to $1,250, the amount awarded each semester to a full-time student receiving the middle college scholarship. - Amends TCA Title 49, Chapter 4, Part 9.

As introduced, expands the definition of "eligible independent postsecondary institution" to include certain private postsecondary institutions for purposes of scholarships and grants funded from net proceeds of the state lottery. - Amends TCA Title 49, Chapter 4, Part 9.

As enacted, allows the governing board of a public institution of higher education to employ a law enforcement officer in the same manner as a public institution of higher education governed by the board. - Amends TCA Title 49, Chapter 7.

As enacted, prohibits a public institution of higher education from requiring a student to submit a high school transcript or GED certificate as part of the institution's admission process if the student has completed an associate degree at a regionally accredited institution. - Amends TCA Title 49, Chapter 7.

Urges the State of Tennessee to evaluate the Classical Learning Test (CLT) for State-sponsored scholarships and admission to public universities.

As enacted, requires each state institution of higher education to do the following: develop and implement a suicide prevention plan for students, faculty, and staff; and provide the plan to students, faculty, and staff at least once each semester. - Amends TCA Title 49.

As enacted, increases from one to two the number of additional dual enrollment courses a student may take under a dual enrollment grant under certain circumstances; allows an eligible student to receive a dual enrollment grant for no more than 10 courses. - Amends TCA Title 49.

As enacted, enacts "Michelle's Law," which extends a 25 percent discount on the tuition to any state institution of higher education to every child under 24 years of age whose parent died while employed as a full-time certified teacher in a public school in Tennessee or as a full-time technology coordinator in an LEA in Tennessee. - Amends TCA Title 8 and Title 49, Chapter 7.

As enacted, requires, by February 15 of each year, the commission to provide a report to the general assembly detailing appropriations made to, and matching funds received by, each federal land-grant institution of higher education in this state for certain programs. - Amends TCA Title 49.

As enacted, enacts the Governor's Investment in Vocational Education Act; specifies that financial assistance received for all dual enrollment courses attempted after the fourth dual enrollment course reduces any subsequent award of the Tennessee HOPE scholarship. - Amends TCA Section 49-4-930.

Urges review of adjunct faculty compensation at public institutions of higher education.

As introduced, requires a medical student in good academic standing with an accredited medical college in this state to receive priority consideration over a medical student attending medical college outside of this state in the process of assigning clinical rotations to a healthcare facility contracting with a state medical school or accepting state funding. - Amends TCA Title 49; Title 63 and Title 68.

As introduced, requires TSAC to report for each academic year, beginning with the 2017-2018 academic year, the number of students eligible for a Tennessee HOPE scholarship for achieving at least a 3.0 GPA, for attaining a composite ACT score of at least 21 or a concordant equivalent score on the SAT, and the number of students achieving both, to the education committees of the senate and the house of representatives, and to the public on its website, by October 15 of each year. - Amends TCA Title 49, Chapter 4, Part 9.

As introduced, clarifies that the annual report on the chairs of excellence program must be submitted by the Tennessee higher education commission to each member of the education committee of the senate and the education committee of the house of representatives. - Amends TCA Title 41 and Title 49.

As introduced, requires the department to study and report on the Tennessee comprehensive assessment program and provide recommendations on the development of a process to provide high school and college credit to students achieving high scores on the TNReady and end-of-course assessments administered in English language arts and mathematics. - Amends TCA Title 49.

As enacted, requires public postsecondary institutions to classify the spouse or dependent child of an active member of the United States armed forces transferred out of state on military orders as an in-state student for tuition purposes. - Amends TCA Title 49, Chapter 7.

As introduced, requires the office of research and education accountability in the office of the comptroller to conduct a study on the average cost of attendance for an undergraduate program at a public institution of higher education, including the cost of textbooks, and to report its findings to the education committees of the general assembly by February 1, 2020. - Amends TCA Title 49.

As introduced, prohibits eligible postsecondary institutions, for purposes of state lottery proceeds, from denying a student residential housing on the campus of, or in affiliation with, the eligible postsecondary institution solely because of the student's award of a Tennessee STEP UP scholarship. - Amends TCA Title 49, Chapter 4 and Title 49, Chapter 7.

As introduced, permits certain incarcerated persons who are allowed to enroll in courses offered by a community college or Tennessee college of applied technology pursuant to an approved release plan to receive a Tennessee reconnect grant. - Amends TCA Title 49.
