As enacted, states that coverage made available in plans under the Memphis Plan Act of 1991 shall constitute minimum essential health coverage for purposes of compliance with certain federal minimum coverage requirements; specifies that operation consistent with the present law standards described in the Memphis Plan Act of 1991 would create a presumption that the operating entity is a "health care sharing ministry" under federal law regarding minimum essential coverage. - Amends TCA Title 56, Chapter 7.

As enacted, includes land, improvements, and machinery used or suitable for use in the production, treatment, processing, or transportation of biofuels and other similar products in the definition of "project" under the provisions governing projects by industrial development corporations. - Amends TCA Title 7, Chapter 53.

As enacted, revises and adds to the considerations that the attorney general must make when deciding whether to object to a proposed public benefit hospital conveyance transaction. - Amends TCA Title 48, Chapter 68.

As enacted, clarifies that the requirement for the distribution to servers of service charges or gratuities automatically added to a bill does not apply to charges or fees paid by guests to stay at a guest ranch. - Amends TCA Title 50, Chapter 2, Part 1.

As enacted, permits landlord to terminate rental agreement if tenant creates a hazardous or unsanitary, instead of hazardous and unsanitary, condition on the property; revises certain provisions regarding accounts for security deposits. - Amends TCA Title 66, Chapter 28.

As enacted, creates a rebuttable presumption that when an applicant for or party to an insurance contract signs an application, amendment, or other document stating the type, amount, or terms and conditions of coverage, the statements provided by the signatory bind all insureds under the contract and that the signatory has read, understands, and accepts the contents of the signed document; creates a rebuttable presumption that when an insured pays a premium the coverage provided has been accepted by all insureds under the contract. - Amends TCA Title 56.

As enacted, limits application of the Uniform Residential Landlord and Tenant Act to counties having a population of more than 75,000 instead of 68,000; change does not affect the current applicability of the Act. - Amends TCA Section 66-28-102.

As enacted, rewrites law regarding the disposition of stolen property that is in the possession of a pawnbroker. - Amends TCA Title 45, Chapter 6, Part 2.

As enacted, authorizes the department of labor and workforce development, in accordance with the federal treasury offset program, to set off any covered unemployment compensation debt due to the department against any federal income tax refund due to the claimant debtor and revises various provisions of present law regarding the recovering of unemployment benefit overpayments. - Amends TCA Title 50.

As enacted, enacts the "Kelsey Smith Act" to require wireless telecommunications service providers to provide geographic information concerning the location of a service user's wireless device to agency responding to call in an emergency situation that that involves the risk of death or serious physical harm. - Amends TCA Title 7, Chapter 86; Title 38 and Title 65.

As enacted, revises certain provisions governing licenses that become invalid due to nonrenewal; clarifies that the operator of a crematory facility must obtain a permit for cremation of human remains prior to performing a cremation. - Amends TCA Title 62, Chapter 5.

As introduced, requires the department of health to develop and implement a program to provide colorectal cancer screenings for uninsured individuals between ages 50 and 64 and for any other uninsured individuals determined to be at high risk for developing colon cancer; requires health insurance companies to cover colorectal cancer screenings. - Amends TCA Title 56 and Title 68.

As enacted, establishes criteria for waiver of employee's 30-minute rest break or meal period by persons principally employed in service of food or beverages who receive tips. - Amends TCA Title 50.

As enacted, clarifies that a tax form, as such term is used in the part, means any form issued by the United States internal revenue service. - Amends TCA Title 50, Chapter 1, Part 7.

As enacted, extends the date from December 31, 2010, to June 30, 2011, for apprentices and mortuary school students to complete all requirements to become licensed by the board as a funeral director or embalmer. - Amends TCA Section 62-5-312.

As enacted, authorizes commissioner of financial institutions to establish a fee by rule for conducting off-site investigation or examination of any mortgage lender, mortgage loan broker, mortgage loan servicer, or mortgage loan originator. - Amends TCA Title 45, Chapter 13.

As introduced, classifies as confidential the due diligence materials submitted by a company to the department of economic and community development; confidentiality applies until such time as the provider of the material no longer requires its confidentiality. - Amends TCA Section 4-3-730.

As enacted, revises the population figures from any county in excess of 200,000 in the present law to any county in excess of 335,000 based on the recent federal census which effectively means fireworks cannot be sold within the four largest counties; a conforming change removes language from the current law which would have permitted any county to continue selling fireworks if its population grew past 200,000 an exemption which applied to Rutherford County; such language is no longer necessary with the increased population to 335,000; clarifies that present law permits the sale of fireworks in the City of Lakeland in Shelby County at a stand where fireworks have been sold annually for at least 45 years. - Amends TCA Section 68-104-112.

As enacted, makes it a Class A misdemeanor criminal offense for any person to knowingly dig, harvest, collect or remove wild ginseng from any land that such person does not own on any date not within the wild ginseng harvest season. - Amends TCA Title 70, Chapter 8, Part 2.

As enacted, transfers Title 68, Chapter 103, relative to working in proximity to high-voltage lines, into Title 50, Chapter 3, relative to the Occupational Health and Safety Act, effective July 1, 2012. - Amends TCA Title 50 and Title 68, Chapter 103.

As enacted, expands the definition of ready-removable in the Tennessee modular building act to permit ready-removables to include electrical wiring; specifies that all ready-removables with electrical wiring must meet applicable state and local electrical permitting requirements, local building permitting requirements, and have hardwired smoke alarms installed in accordance with the manufacturer's instructions. - Amends TCA Title 68, Chapter 126, Part 3.

As enacted, revises obsolete language related to independent practitioner of social work for purposes of reimbursement under medical, hospital and medical service plans and insurance by replacing it with current licensure terminology of a person duly licensed to engage in independent practice as a licensed clinical social worker. - Amends TCA Section 56-7-2401 and Section 56-7-2402.
