JOINT RESOLUTION CREATING A SPECIAL LEGISLATIVE COMMISSION TO STUDY CURRENT CONDOMINIUM LAW AND PROVIDE RECOMMENDATIONS FOR IMPROVEMENTS TO TRANSPARENCY, ACCOUNTABILITY AND ONGOING AFFORDABILITY OF CONDOMINIUMS IN RHODE ISLAND (Creates a 16-member commission to study current condominium law and provide recommendations for improvements, and who would report back to the General Assembly by December 31, 2027, and would expire on March 15, 2028.)
Establishes minimum limitations standards for structural property damage claims, and voids any policy provision, endorsement, condition, limitation, agreement, or claim practice that shortens those standards.
Extends certain protocols applicable to motor vehicle manufacturers to their distributors and factory branches, as well as updates warranty reimbursement and recall obligation policies.
Directs the public utilities commission to establish a standardized framework for determining authorized common equity ratios and authorized rates of returns on equity for public utilities.

Requires condominium associations to conduct structural surveys and reserve studies, fund reserves at 15%, and plan for repairs.
Creates an intervenor compensation program to provide compensation in the form of grants for legal fees, expert witness fees, and other reasonable costs to an intervenor in both, energy siting board and public utilities commission proceedings.

Requires all public utilities to maintain a customer service facility within the state to perform services such as addressing customer inquiries and accepting bill payments.
Requires that certain data centers requiring large amounts of electricity be required to fund the cost of necessary infrastructure improvements to supply such electricity.
Prevents condominium associations and home owner associations from prohibiting the installation of EV charging stations to be installed at the owner's expenses.

Restricts private vehicle property damage insurance coverage for a rental passenger vehicle, to the named insured and drivers on that private policy, unless the designated driver is specifically excluded.
