Abolishes the minimum charge for the supply of water by the New York city municipal water finance authority and the New York city water board.
Exempts "non-profit housing development fund corporations" in New York city from payment for water usage and supply.

Requires the city of New York to mitigate property damage caused by environmental issues which are caused by acts or omissions of such municipality.
Provides that bicycle operators and the businesses affiliated with such operators shall be liable for such operator's failure to carry an identification card or certain other violations regarding the use of a bicycle for commercial purposes; changes violations for the failure to carry an identification card or certain other violation procedures and fines by a commercial bicycle operator.
Relates to homeless shelters for adults and prohibits the location thereof within 500 feet of any school.
Requires the city of New York to consult with the community board of the district and all local elected officials where a proposed homeless shelter or use of commercial hotel space to shelter homeless individuals shall be located, at least three hundred sixty-five days beforehand.
Enacts the towing protection enforcement act; updates laws that regulate the towing of vehicles, including adding provisions thereto to prevent predatory towing of vehicles within the City of New York.
Establishes maximum age requirements for New York city correction officers; provides that the commissioner of correction shall not appoint a person as a correction officer if such person is more than thirty-five years of age as of the date of the applicant's appointment or eligibility to compete in a promotion examination.
Increases the earned income tax credit in the city of New York from five to fifteen percent.
Relates to large capital projects to be financed in whole or in part with public funds or to be supported by tax and other public incentives and the disclosure of such projects.
Relates to the sale, lease or other disposition of property of the New York city department of education, New York city educational construction fund and the New York city school construction authority; requires all disposition to be subject to New York city's uniform land use review procedure and requires prior notification and community consultation.
Enacts the "sewage flooding prevention act"; authorizes certain homeowners and not-for-profit agencies in New York City to receive an abatement of real property taxes up to two thousand dollars for the cost of installing sewer improvement check valve devices on certain dwellings; directs the New York City department of environmental protection to promulgate any necessary rules and regulations.
Relates to the placement of school crossing guards; requires school crossing guards to be placed on each of the corners of streets adjacent to public and private schools in New York City serving students in grades K-8 and on each side of streets with more than four lanes.

Authorizes the enactment of zoning to regulate formula retail uses in a city with a population of one million or more persons.
Prohibits garbage trucks from parking overnight on a city street.
Establishes a rent increase exemption for certain nonprofit organizations; provides a tax abatement for limiting rent increases on nonprofit organizations in a city of one million or more persons.
Authorizes the independent budget office of the city of New York to obtain certain tax data for purposes of evaluation.
Relates to school zone speed limits; requires signage and other traffic calming devices in such speed zones.
Relates to notices of violation of the city of New York's solid waste recycling laws; requires a photograph of the alleged violation to be mailed with the ticket.
Authorizes certain owners of residential real property in the city of New York to opt out of planned city tree planting.
Enacts the New York City truth in budgeting act to require notice and a public hearing prior to an increase in the real property tax levy greater than two percent over the prior year.
Prohibits the eviction of small commercial tenants in the city of New York without good cause.
Relates to certain lung disabilities incurred by members of the New York city transit authority in certain cases; provides that any lung condition resulting in total or partial disability or death to a member of the New York city transit authority, or its subsidiary corporation, where such member successfully passed a physical examination on entry into such service or subsequent thereto, which exam failed to reveal evidence of such condition, shall be presumed to have been incurred in the performance and discharge of duty.
Extends provisions reinstating prior approved work permits and waiving requirements as such provisions relate to rebuilding and repairing homes devastated by Hurricane Sandy in the city of New York.
Provides that a certain time limit for purposes of filing a final application for a tax abatement shall not apply to certain construction projects.
Provides that a beneficiary of a deceased participant in the NYC teachers' retirement system who dies on or after July 1, 2021 may not establish a tax deferred account.
Extends certain provisions relating to a partial tax abatement for residential real property held in the cooperative or condominium form of ownership in a city having a population of one million or more.
Relates to the sale of bonds and notes of the city of New York, the issuance of bonds or notes with variable rates of interest, interest rate exchange agreements of the city of New York, the refunding of bonds, and the down payment for projects financed by bonds; amends the New York state financial emergency act for the city of New York; makes further amendments relating to the effectiveness thereof.
