Provides that the Seaview/Ocean Bay Park garbage district shall have 7 commissioners; provides for the requirements for appointment of such commissioners.

Requires municipal employees to attempt to identify and notify the owners of a deceased dog or cat recovered on public roads by such municipal employees.
Requires municipal tax collectors to hold a hearing after a tax lien sale to distribute funds to the former owner of such property.
Establishes the "broadband deployment assistance act"; requires that substantially similar permits for broadband deployment be processed together at the same time and on an expedited basis; defines terms; authorizes municipalities to simultaneously process certain broadband permit applications that are substantially similar.
Provides for real property tax exemptions for last mile broadband infrastructure constructed, altered, installed or improved in an area designated a broadband opportunity area.
Enacts into law components of legislation relating to disaster relief for extreme weather events in Central New York, long-term climate resilience property improvements, and insurance discounts for climate mitigation efforts; establishes the central New York extreme weather relief and resiliency grant program to provide grants to certain persons and entities that suffered damage from covered events (Part A); expands and strengthens the resilient and ready program by providing grants to homeowners impacted by extreme weather events and providing grants for long-term climate resilience improvements for snow and tornado-related weather hazards (Part B); establishes the central New York property/casualty insurance resiliency incentive program to facilitate property/casualty insurance discounts for mitigation efforts (Part C).
Authorizes the assessor of the town of Brookhaven, county of Suffolk, to accept an application for a real property tax exemption from Ministerios Sion, Inc. for all of the 2024 general taxes and all of the 2024 school taxes.
Requires the level of assessment for state equalization rates for the Farmingdale union free school district and the Amityville union free school districts which are located in the same town, but in different counties, to be calculated at the same time and on a regular basis.
Authorizes local municipalities to establish or expand tourism improvement districts and provide services thereto.
Authorizes the town of Smithtown assessor to accept an application for a real property tax exemption from Tiegerman Community Services, Inc. for the 2022-2023 and the 2023-2024 assessment rolls.
Allows political subdivisions which contract to receive fire protection services from a special fire company or department to jointly establish a service award program with political subdivisions which contract to receive ambulance services from the same special fire company or department.
Authorizes the village of Nyack to alienate and discontinue the use of certain parklands and to use the funds received for the acquisition of new parklands and/or capital improvements to existing park and recreational facilities.
Implements transfer assessments for any class one or class two parcel in any special assessing unit wholly contained within a city which has had a transfer of title within the fiscal year where the market value of such parcel, as determined by the New York city department of finance, is greater than the assessed value of such parcel.
Authorizes school districts to borrow against certain reserve funds, pursuant to a resolution adopted by the board of education of such school district.
Authorizes the South Nassau Water Authority and the North Shore Water Authority to remain eligible for funding in state fiscal year two thousand twenty-six--two thousand twenty-seven.
Authorizes two or more contiguous municipalities to create a broadband union district for the creation, administration, and maintenance of broadband infrastructure and services within such district; provides for governance, funding, powers, limitations, and related provisions for broadband union districts.
Excludes solar or wind energy projects in the county of Lewis that were already in existence on the effective date of Part N of chapter 59 of the laws of 2023 from certain appraisal models and discount rates.
Requires 12.5% of profits generated from a solar or wind energy system to be paid to a taxing jurisdiction or land owner under certain agreements for the installation and use of such solar or wind energy system, in addition to other PILOT or other payments required under such agreement.
Requires the forfeiture of benefits to be paid pursuant to a service awards program to volunteer firefighters who have been convicted of felonies committed against a volunteer fire department, volunteer fire company, fire district, or fire protection district.
Relates to benefits for police officers, correction officers, firefighters, and other emergency personnel diagnosed with PTSD by making their injury compensable if it cannot be shown, by a preponderance of evidence, that the PTSD was caused by factors unrelated to their occupation.

Provides that if a taxpayer has not received the advance payment of credit under the STAR program prior to the end of the taxable year then such taxpayer shall have thirty days to file an application for a STAR exemption.

Allows cities and towns to pass a local law or resolution, subject to permissive referendum, to allow a real property tax exemption for privately-owned, public use airports; provides the percentage of exemption would be specified in the law or resolution; provides the exemption would be limited to improvements to the airport used for takeoff, landing, taxiing and open air parking of aircraft, air navigation or communications facilities and passenger terminals available to the public without charge.

Relates to the trustees of the Freeholders and the Commonalty of the town of Southampton, county of Suffolk; provides that the trustees of the Freeholders and Commonalty of the town of Southampton have and shall continue to have the authority to enforce the public's easement and access upon the ocean beaches within the town of Southampton, including all rights of the public with respect to the said ocean beaches which were conferred upon them by the Dongan Patent of 1686; defines "ocean beaches".
Relates to the establishment of special districts for general ambulance services; requires a report on issues of volunteer firefighter and ambulance services staffing.
Prohibits the governing board of a municipal corporation from adopting any law, ordinance, regulation or policy that prohibits, or has the effect of prohibiting, the connection or reconnection of a utility service to a customer based upon the type or source of energy to be delivered to the customer.
Requires municipalities to test the quality of their public internet service including the average range, speed, effectiveness and security; requires each municipal corporation to annually post the results of such testing on its website and to include information on internet safety and security including how members of the public can protect themselves when using publicly available internet services.
Authorizes municipalities to establish a history, arts, and culture levy to support history, arts, and culture; exempts such levy from the real property tax levy limit.
Authorizes the city of Lockport to add unpaid housing code violation penalties, costs and fines to such city's annual tax levy; provides the city of Lockport shall notify all owners or known interested parties of record of the placement of the code violations on the city tax levy as uncollected fines and penalties within thirty days of placement.
Authorizes industrial development agencies to provide technical and financial assistance to agricultural producers for products grown, harvested or produced within the state.
Prevents certain elected officials from being a member of an agency or industrial development authority.
Authorizes the city of Albany to add unpaid housing code violation penalties, costs and fines to such city's annual tax levy.
Authorizes the county comptroller to examine and audit all accounts, contracts, books and records of such county's respective industrial development agency.
Sets a 7-year limit to the real property tax exemption for unimproved property of mandatory class nonprofit organizations.
Requires the return of all or a part of the financial assistance provided for a project where the project has material shortfalls or material violations; prevents the use of funds, financial incentives, subsidies or tax exemptions for projects already in development.
Relates to exempting payment in lieu of tax payments relating to energy systems from school district and local government tax levies.
Provides that all equipment used for the transmission and switching of radio signals for the provision of commercial mobile radio service or mobile internet access service no longer constitutes real property subject to the real property tax law.

Provides that each fire district, department or company required to provide enhanced cancer disability benefits for volunteer fire fighters pursuant to section two hundred five-cc of the general municipal law shall be entitled to reimbursement by the state for payments made in order to obtain the insurance coverage necessary to satisfy the requirements of section two hundred five-cc of the general municipal law.
Provides that real property tax exemptions granted to real property owned by corporations or associations organized or conducted exclusively for hospital or for purposes related to the moral or mental improvement of men, women, or children and used exclusively for carrying out such purposes shall only be granted if the property owner can prove by clear and convincing evidence that each acre is actually used for such purpose at least 120 days a year.

Requires that when the state or an organization is attempting to convert land to public use in a municipality with a population of less than one million, a hearing shall be held in such municipality where such land is located to allow for public comment and input from neighbors; requires a ten day notice of such hearing to members of the community.
Relates to extending the benefits of the STAR program to small businesses; defines small business as a business which employs one hundred persons or less.
Provides for interest to accrue on missed installment payments beginning from the due date of such missed installment payment.
Authorizes school districts to establish an insurance reserve fund in an amount and manner determined by a qualified and independent actuary certified by the American Academy of Actuaries to be reasonable and necessary.

Authorizes every local municipal assessor to extend the renewal of certain provisions of the real property tax law for persons age sixty-five and older or for certain persons with disabilities and limited income for one year in the interest of public health and safety due to the novel coronavirus, COVID-19 pandemic; makes related provisions.
Prohibits industrial development agencies from incentivizing movements within the state where any plant, facility, or personnel of the project occupant are abandoned or removed.
Sets a 7-year limit to the real property tax exemption for unimproved property of mandatory class nonprofit organizations.
Provides a tax exemption on real property owned by members of volunteer fire companies or voluntary ambulance services in counties with a population of more than 208,000 but less than 220,000.
Requires county planning departments to review specific annexation petitions.
Authorizes the county of Cattaraugus to discontinue as parklands and lease certain reforested lands in the town of Perrysburg.
Establishes limits upon local government tax levies.
Provides that a capital tax levy shall not be included within the definition of "tax levy limit"; defines "capital local expenditures" and "capital tax levy".
Provides additional compensation to certain city employees who possess or make substantial use of foreign languages in the performance of official duties; further creates the "language services program" and a language services director to implement the program.
Authorizes the county comptroller to examine and audit all accounts, contracts, books and records of such county's respective industrial development agency.
Relates to authorizing the building inspector in the town of Pendleton, county of Niagara, to reside outside of such town.
Authorizes the city of Lockport to add unpaid housing code violation penalties, costs and fines to such city's annual tax levy; provides the city of Lockport shall notify all owners or known interested parties of record of the placement of the code violations on the city tax levy as uncollected fines and penalties within thirty days of placement.
Authorizes the county of Monroe to establish and implement a two-year universal basic income pilot program of 1000 participants chosen randomly from applicants residing in the county; provides $500 additional income per month for the duration of the program to the participants; requires findings on the effect of such additional income on the health, stress levels, and mental health of each participant and their household, information of the effects on the income level of each participant and if it alleviated poverty for any participant experiencing poverty; requires other information to be determined and examined; makes related requirements.
Relates to the appropriation of funds for the training of firefighters.
Relates to authorizing counties to set interest rates imposed on late payment of property taxes and delinquencies and redemption of property subject to more than one tax lien.
Expands the residential-commercial exemption program to include any municipality regardless of the population of the county in which it is located.
Relates to the definition of "population" for purposes of providing substantially equal weight for the population of that local government in the allocation of representation in the local legislative body.
Relates to calculating social services district medical assistance expenditure amounts.
Allows for the taxation of certain state properties in western New York for school tax purposes.
Relates to the powers of the New York state industrial development agency.
Relates to implementing a dangerous dog owner alert system.
Provides optional disability coverage for county probation officers.
Provides that the cap on assessment increases for class one dwellings shall not apply to dwellings assessed at over three million dollars where the owners have a gross household income not exceeding $250,000.
Allows a county to enter into a municipal cooperative agreement with any municipal corporation, fire district, fire protection district, fire alarm district, or ambulance district within the county to provide joint emergency medical services.
Relates to prohibiting the use of funds, financial incentives or subsidies where facilities or property are used primarily for e-commerce storage and transfers, or the facilitation thereof.
Prohibits a town, city, or county industrial development agency from waiving taxes which would be received by a school district.

Permits a claimant to submit an order determining compensation from the workers' compensation board as proof of disability for purposes of real property tax exemptions.
Classifies military monuments and memorials as parkland; provides military monuments or memorials erected or constructed on property of a municipal corporation shall require authorization by an act of the legislature prior to any change in status including alienation, development, leasing, transfer, sale or discontinuance.
Includes thyroid cancer in the list of cancers presumed to be incurred in the performance of duty for purposes of disability retirement for firefighters in a city with a population of one million or more.
Authorizes the town of Orangetown to establish community preservation funds; establishes a real estate transfer tax with revenues therefrom to be deposited in said community preservation fund; provides for the repeal of such provisions upon the expiration thereof.
Establishes an administrative adjudication hearing procedure for code and ordinance violations for the city of Long Beach for all code and ordinance violations relating to conditions which constitute a threat or danger to the public health, safety or welfare.
Prohibits individuals in certain positions from taking any position with a business or entity doing business with an agency or industrial development authority.
Extends the period of time for which a municipality has the power to exclude indebtedness contracted for sewage facilities.
Prohibits municipal officers or employees from displaying political advertisements on or within public buildings and various other locations.
Relates to the classification of the town of Ulster in the county of Ulster.
Extends provisions relating to certain real property to be conveyed to the town of Huntington for one year.
Includes aquatic invertebrate species and aquatic plants within the meaning of aquatic growth control permitted by towns through improvement districts.
Permits the Auburn enlarged city school district to establish an insurance reserve fund.
Relates to the contracting of indebtedness by city school districts; removes provisions relating thereto.
Removes the requirement that where a municipal corporation, school district or district corporation issues indebtedness to finance certain costs of preparation of plans and specifications for a proposed capital improvement there must be a waiting period of at least one year authorizing the undertaking of the capital improvement.
Permits the Cleveland Hill union free school district to establish an insurance reserve fund.
Authorizes a tax abatement for alterations and improvements to multiple dwellings for purposes of preserving habitability in affordable housing.
Provides a 10 year period of probable usefulness for broadband and related telecommunications infrastructure.
Extends provisions of law relating to the adoption and submission of an annual budget by the Trustees of the Freeholders and Commonalty of the town of Southampton from January 1, 2024 until January 1, 2025.
Provides for a taxpayer assistance authorization for households in the county of Schenectady; provides for a $250 rebate for property owners in Schenectady county with a qualifying STAR exemption or school tax relief credit.
Authorizes the Ruth AME Zion Church to file with the town of Brookhaven assessor an application for certain real property tax exemptions.
Expands the use of foreign fire insurance premium taxes by the Volunteer and Exempt Firemen's Benevolent Association of Lewiston Fire Company No. 2.
Relates to residency requirements for village justice and/or associate justice of Laurel Hollow and allows the village board of trustees of Laurel Hollow to appoint a person who resides in the town of Huntington, county of Suffolk.
Authorizes the assessor of the town of Islip, county of Suffolk, to accept an application for exemption from real property taxes from the East Islip Fire District with respect to a portion of the 2021-2022 assessment roll and the entire 2022-2023 assessment roll.

Relates to the name and powers of the Oriskany Volunteer Exempt Firemen's Association of Oriskany, county of Oneida; changes the name to the Oriskany Volunteer Exempt Firefighters' Benevolent Association of Oriskany, county of Oneida and makes conforming changes; expands the powers of such association.
Authorizes the county of Nassau assessor to accept an application for a real property tax exemption from Torah Ohr Hebrew Academy for a portion of the 2021-2022 school taxes, a portion of the 2021 general taxes and all of the 2022 general taxes.
Expands the purposes of the South Salem Exempt Volunteer Firemen's Benevolent Association to be to promote friendly association for the betterment of the members of the corporation; provide relief, aid and assistance to those members and their families who are injured, disabled or indigent; provide for the health and safety of the members of the corporation; maintain suitable headquarters for the members of the corporation; promote and safeguard the welfare of the members of the corporation; enhance the morale of the members of the corporation by providing social and recreational activities for members of the association; and promote the volunteer fire service within the territory now served or which may hereafter be served by the South Salem Fire Department, Inc.; relates to certain foreign fire insurance premium taxes.

Authorizes the assessor of Nassau county to grant the World Restoration Center Inc. retroactive real property tax exempt status upon an application therefor.

Extends the limitations on the shift between classes of taxable property in the town of Orangetown, county of Rockland for the 2023--2024 assessment rolls.
Extends limitations on the shift between classes of taxable property in the town of Clarkstown, county of Rockland for 2023--2024.

Relates to payments for certain school, fire, fire protection, and ambulance districts for lands exempt from real property taxation for purposes which implement the Peconic Bay community preservation fund.
Authorizes the county of Suffolk to convey to the Hampton Bays Water District, an easement in Meschutt Beach County Park for installation of a subaqueous water pipe crossing, provided that the county of Suffolk dedicate an amount equal to or greater than the fair market value of the easement interest being alienated pursuant to section one of this act to the acquisition of new parklands and/or capital improvements to existing park and recreational facilities.
