Amends existing law to remove language providing that a physician has examined in person a woman to whom an abortifacient is administered to determine the medical appropriateness of such administration and has determined that the abortifacient is sufficiently safe for use in the gestational age at which it will be administered; and to remove language providing that no drug may be prescribed through telehealth services for the purposes of causing an abortion.

Appropriates $44,609,800 to the Division of Veterans Services for fiscal year 2018; and limits the number of authorized full-time equivalent positions to 346.

Amends existing law to establish an exemption for nonprofit corporations providing telecommunications service and delivery of electric power, and to remove certain requirements for such entities.

Appropriates $9,341,700 from the General Fund to the Public Health Districts for fiscal year 2018.

Appropriates $4,986,600 to the Commission for the Blind and Visually Impaired for fiscal year 2018; and limits the number of authorized full-time equivalent positions to 41.12.

Amends existing law to require that a real estate broker's business name appears clearly and conspicuously on real estate advertisements.

Amends existing law to change the requirement for an annual financial audit to a periodic management review.

Amends existing law to allow for subcommittees of the Idaho Global Entrepreneurial Mission Council, to provide membership of the subcommittees, and to provide powers and duties.

Amends existing law to revise provisions regarding Idaho's primacy over the management of its fish, wildlife and water resources and to provide that any introduction or reintroduction without state consultation and approval is prohibited.

Amends existing law to provide reference to the Federal Workforce Innovation and Opportunity Act.

Amends existing law to provide that Idaho Career Information Systems staff in the Department of Labor are classified employees and to provide for a onetime irrevocable election.

Amends existing law to provide an exception to prohibitions against dog racing for certain live exhibition-style dog races and to certain sled dog races.

Amends existing law to revise the definition of the term “license year.”

Amends existing law to provide that certain appointments shall be made by the board of county commissioners instead of the Governor.

Amends existing law to revise provisions regarding portable electronics insurance.

Amends existing law to provide a procedure where a taxing district may disclaim the right to recover all or any portion of a forgone balance.

Amends existing law to revise provisions requiring legislative approval for any action to introduce or reintroduce any species into the state.

Appropriates $52,029,400 to the Department of Juvenile Corrections for fiscal year 2018; and limits the number of authorized full-time equivalent positions to 413.

Adds to existing law to require producers to file monthly statements with the Idaho State Tax Commission, to provide for contents of the statements and to provide that statements or reports shall be signed and sworn to by the producer or a designee.

Appropriates $2,263,800 to the Division of Human Resources for fiscal year 2018; limits the number of authorized full-time equivalent positions to 15; provides guidance for employee compensation; and provides guidance for the implementation of employee compensation.

Amends existing law to revise a reference to the National Electrical Code.

Amends existing law to provide that a criminal history check on a teacher applicant may be shared with the employing school district.

Amends existing law to revise the duties of city treasurers and to satisfy publication requirements; to revise provisions regarding the examination of accounts of fiscal officers; and to revise the contents of a treasurer's monthly report for public depository law purposes.

Amends existing law to revise duties of the State Treasurer, to modernize language and to reflect current practices.

Amends existing law to revise requirements for a Pay for Success contract, to withhold funds until the contract terms have been met, and to provide for the funding of contracts.

Amends existing law to provide for the Veterans Transportation Fund Grant Program and to remove reference to a voucher system.

Appropriates $14,131,500 to the Office of Species Conservation for fiscal year 2018; and limits the number of authorized full-time equivalent positions to 12.63.

Adds to existing law to provide that the state Department of Health and Welfare shall make available certain information regarding cytomegalovirus.

Appropriates to the Idaho State Police for the Brand Inspection Program an additional $250,000 from the General Fund for fiscal year 2017 for livestock software.

Amends existing law to revise provisions regarding dividends and other distributions.

Amends existing law to increase the county recorder filing fee for delinquency lists.

Amends existing law to remove language specifying a date after which a county auditor must deliver a missed property roll to the tax collector.

Amends existing law to revise a provision regarding notification of meetings of the board and to remove a provision regarding public notice for certain meetings.

Amends existing law to extend the sunset date.

Amends existing law to provide that the Department of Health and Welfare may enter agreements with providers to pay for Medicaid services based on value.

Amends existing law regarding the WICHE compact to clarify that references to the territories of Alaska and Hawaii shall mean the states of Alaska and Hawaii.

Amends and adds to existing law to establish provisions regarding corporate governance annual disclosure by insurers and insurance groups.

Amends existing law to revise certain wine license requirements associated with retail beer licenses.

Amends existing law to provide that a teacher or administrator who retires at age 60+ years and who again becomes employed may continue receiving benefits and not accrue additional services, under certain conditions.

Amends and adds to existing law to revise provisions regarding the Idaho Conrad J-1 Visa Waiver Program.

Amends existing law to extend eligibility for master teacher premiums to pupil service staff employees under certain conditions.

Adds to existing law to provide legislative intent and to provide for the award of STEM (science, technology, engineering and mathematics) school or STEM program designation.

Adds to existing law ratifying, approving, adopting and confirming the Interstate Compact to Conserve Oil and Gas.

Amends existing law to revise provisions regarding unattended motor vehicles and to provide an exception to the applicability of certain provisions regarding unattended motor vehicles.

Amends existing law to remove a requirement for a broadband infrastructure improvement grant and to revise the duty of the State Board of Education to make certain rules.

Amends existing law to provide that a school district shall provide counseling services regarding the granting of postsecondary credit for career technical courses; and to authorize the school district to grant credit for career technical courses.

Amends and adds to existing law to provide for licensure of sign language interpreters.

Amends existing law to revise the definition of “basis of bearing.”

Appropriates $8,355,300 to the Department of Finance for fiscal year 2018; provides legislative intent relating to certain continuous appropriations; and limits the number of authorized full-time equivalent positions to 66.

Repeals existing law relating to school accountability report cards.

Amends existing law to revise certain license, tag and permit provisions; to provide for grizzly bear tags; to require taxidermist and fur buyer's licenses for those that engage in the business of buying certain skins and parts of specified animals; to require the retention of records for those who purchase certain skins and parts of specified animals; to revise reporting requirements regarding the taking of certain wolves and to provide for the control of depredation of grizzly bear; to provide an exception for grizzly bear to prohibitions of waste and destruction of wildlife; and to provide for reimbursement to the state for grizzly bear killed, possessed or wasted.

Amends existing law to make codifier's corrections and to provide correct terminology and code references.

Amends existing law to revise provisions regarding the licensing of dentists and dental hygienists.

Amends existing law to revise the definition of “major procurement.”

Amends existing law to increase to 90 days the amount of time a tax-exempt motor vehicle purchased by a nonresident may be used in Idaho.

Amends existing law to provide an exemption to any poles or structures supporting electric lines carrying a voltage of sixty-nine kilovolts or more.

Appropriates an additional $4,400,000 to the Federal/State Agreements Program for construction and maintenance projects for fiscal year 2017.

Amends existing law to provide for plug-in hybrid vehicle fees, to provide an exception regarding fees for electric vehicles, to revise fee provisions regarding certain hybrid vehicles; and to provide for the apportionment of fees.

Amends existing law to remove obsolete statutory and session law references in a statute dealing with anticipation of revenues in the Permanent Building Fund.

Amends existing law to increase daily compensation for members of the Board of Tax Appeals.

Amends existing law to clarify the sequence of appointments to the commission.

Amends existing law to revise definitions in the Child Protective Act.

Repeals existing law relating to teaching certificates obtained during or prior to 1947.

Amends existing law to provide that any contract with state matching funds in excess of a certain amount may not be let by the adjutant general until written approval is given by the State Board of Examiners.

Amends existing law to remove and revise fees charged by the Secretary of State for business filings.

Amends existing law to provide that the adjutant general of the Idaho National Guard is authorized to encourage recruitment and retention of national guardsmen by providing incentive payments for furtherance of their education.

Amends and adds to existing law to establish provisions regarding fees; and to revise provisions regarding licenses.

Appropriates an additional $64,900 to the Executive Office of the Governor for fiscal year 2017.

Amends existing law to establish the right of a taxpayer to an independent administrative redetermination and to provide restrictions on ex parte communications among State Tax Commission staff.

Appropriates to the Public Defense Commission an additional $100,000 from the General Fund in operating expenditures for fiscal year 2017; and reduces the appropriation to the Public Defense Commission by $100,000 from the General Fund in trustee and benefit payments for fiscal year 2017.

Amends existing law to remove the official date of a political party change by an elected official.

TRANSPORTATION DEPARTMENT- Appropriates an additional $24,760,900 to the Idaho Transportation Department for fiscal year 2017.

Appropriates an additional $3,000 to the Division of Vocational Rehabilitation for the Council for the Deaf and Hard of Hearing for fiscal year 2017.

Amends existing law to clarify a taxpayer's rights following a perfected protest and to provide a date on which a notice of deficiency becomes final when the protest is not perfected.

Appropriates an additional $2,222,200 to the Secretary of State for fiscal year 2017.

Amends existing law to provide that opioid antagonists dispensed to humans shall be filed with the Board of Pharmacy, to provide that the board shall retain certain information for five years, to provide that pharmacists must register to access the controlled substances prescriptions database, and to revise a definition.

Amends existing law to provide legislative intent and to provide for the legislative review for parts of a rule.

Appropriates an additional $100,000 to the Public Utilities Commission for fiscal year 2017.

Appropriates and transfers $38,400 from the General Fund to the Hazardous Substance Emergency Response Fund for fiscal year 2017.

Appropriates an additional $400,000 to the Department of Fish and Game for fiscal year 2017.
