Authorizes the sale of private-label liquor at retail for consumption off the premises by certain licensed distillers; requires the labels of such private-label liquors to indicate that the distiller is licensed in New York state; requires reporting.

Permits an eligible retirement system member to receive, in lieu of an ordinary death benefit, a death benefit such member would otherwise be entitled to receive provided such member is a state-paid judge or justice of the unified court system or a housing judge of the civil court of the city of New York.
Allows prospective and current agency personnel receive certification through remote training methods; requires the establishment of rules and regulations of such remote training.

establishes a cafe license (Subpart C); establishes a higher education on-premises license (Subpart D); establishes a hotel concessionaire license and permit (Subpart E); establishes an early morning sports bar permit (Subpart F); makes conforming changes (Subpart H) (Part P); establishes a restaurant dine and dance license (Part Q); prohibits deceptive practices and the suppression of voters (Part R); increases the frequency of education and training in ethics and lobbying and imposing fees for failure to complete training by the required timeframes (Part U); relates to the completion and funding of environmental restoration projects (Part WW); requires testing and reporting of certain groundwater, biosolids, and soil; establishes a moratorium on the sale and use of biosolids; establishes the PFAS agricultural response program and fund to assist farms found to have levels of PFAS contamination which exceed regulatory standards (Part XX); directs the department of environmental conservation to establish a perfluoroalkyl and polyfluoroalkyl substances removal treatment installation grant program; grants the commissioner of transportation the authority to increase grant awards for airport improvement and revitalization when the total funds available for assistance support higher maximum grants (Part CCC); directs the New York state energy research and development authority to establish a heat pump rebate program; provides for the repeal of such provisions upon the expiration thereof (Part GGG); establishes the office of digital innovation, governance, integrity and trust (Part HHH); enacts the accelerate solar for affordable power (ASAP) act to set a new target for distributed solar energy capacity and direct the public service commission to advance reforms to the utility interconnection process to ensure timely and cost-effective integration of new distributed energy resources (Part III); provides for mass transportation payments to the Rochester-Genesee Regional Transportation District; adds Yates county to such district (Part JJJ); requires the metropolitan transportation authority to publish certain information pertaining to capital project data for projects that are committed for construction on the capital program dashboard maintained by the authority on the authority's website; requires sources of funding to be specified (Part KKK); establishes farm security resiliency grant awards (Part LLL); relates to the comprehensive state master plan for transportation (Part MMM); establishes the excelsior power program (Part NNN); authorizes SUNY and CUNY to provide emergency aid grants to certain students; provides that the state shall reimburse half of all such grants provided; requires the higher education services corporation to provide an annual report on such programs (Part EE); establishes a SNAP and cash assistance fraud victims compensation fund. relates to tax on sales of motor fuel and petroleum products; makes conforming changes; repeals provisions relating to manufacturing gallonage for purposes of the imposition of certain taxes; repeals provisions relating to reimbursement; repeals provisions relating to a utility credit or reimbursement; repeals provisions relating to an aviation fuel business which services four or more cities; repeals provisions relating to services rendered with respect to certain property; repeals provisions relating to fuel sold to an airline for use in its airplanes (Part BB); relates to treatment of gains from qualified opportunity zones in calculating taxable income; removes exclusion of gains on property in qualified opportunity zones in calculation of income (Part CC); relates to the definition of healthcare services for purposes of the amount payable for certain services provided to certain eligible persons who are also beneficiaries under part B of title XVII of the federal social security act or are also qualified Medicare beneficiaries; extends the cooling off period for health maintenance organization plan contracts with hospitals from two months to one hundred twenty days (Part M); increases hospital, nursing home and certified home health agency fee-for-service reimbursement rates (Part O); directs the commissioners of the department of health, office of mental health, office for people with developmental disabilities, office of addiction services and supports, office of temporary and disability assistance, office of children and family services and the directors of the state office for the aging and office of victim services to establish a state fiscal year 2026-2027 targeted inflationary increase for projecting for the effects of inflation upon rates of payments, contracts, or any other form of reimbursement for certain programs and services; requires such commissioners and director to provide funding to support a 4% targeted inflationary increase for such programs and services (Part P); relates to integrated behavioral health services programs (Part Q); changes "substance use" to substance-related and addictive disorder claims for purposes of the insurance law and public health law (Part R); relates to minimum amounts of certain state aid to the city of New York (Part T); extends government rates for behavioral services and referencing the office of addiction services and supports (Part U); enacts the "New York affordable drug manufacturing act" to direct the commissioner of health to enter into partnerships to increase competition for generic prescription drugs (Part V); relates to establishing the "340B prescription drug anti-discrimination act"; prohibits pharmaceutical manufacturers and pharmacy benefit managers from discriminating against covered entities and New York state pharmacies based on participation in the drug discount program authorized by section 340B of the federal public health service act (Part W); establishes the New York state abortion clinical training program within the department of health for the purpose of training health care practitioners in the performance of abortion and related reproductive health care services; requires the commissioner of health to submit a report to the governor and the legislature (Part X); expands the purposes of the drug treatment and public education fund to include prevention and recovery programs; requires reporting to be made available on the office of addiction services and supports' website (Part Y); extends for two years the requirement for OPWDD to give a 90-day notice to the Senate, Assembly, and labor organizations of any closures or transfer of a state operated individualized residential alternative (Part Z); extends the care demonstration program (Part AA); makes permanent coverage for services provided by school-based health centers for medical assistance recipients (Part BB); establishes the "recovery ready workplace act" which provides for the certification of an employer to become a recovery ready workplace (Part CC); provides that for a substance use disorder outpatient treatment episode of care by a provider licensed, certified or otherwise authorized by the office of addiction services and supports, an insured shall only be responsible for a cost sharing fee not to exceed two hundred fifty dollars (Part DD); limits the reimbursement amount of certain overpayment of Medicaid claims where such overpayment was due to the provider's submission of records which were not in accordance with program requirements at the time but which were in accordance with requirements as of the date of the claim (Part EE); provides that any person may give consent for reproductive health care, including contraception and abortions, for themself and without providing a reason (Part FF); authorizes the commissioner of health to approve certain reimbursement rates for certain programs established by not-for-profit and public skilled nursing facilities in upstate New York nursing home regions that are designed to work collaboratively on efforts to improve nursing home efficiency, staffing, and quality of care (Part GG); provides that services to medical assistance recipients suffering from traumatic brain injuries or qualifying for nursing home diversion and transition services shall be provided outside of managed programs (Part HH); directs the department of health to annually report on food security trends (Part II); requires the office for the aging to make an annual report on the budget expenditures on behalf of the senior population of the state every April first (Part JJ); establishes a gender-affirming care access program to provide support and increase access to gender-affirming care including certain medical and surgical care (Part KK); requires the Medicaid inspector general to comply with standards relating to the audit and review of medical assistance program funds (Part LL); expands health care services provided by telehealth to include services delivered through a facility licensed under article twenty-eight of the public health law that is eligible to be designated or has received a designation as a federally qualified health center, including those facilities that are also licensed under article thirty-one or article thirty-two of the mental hygiene law (Part MM).
Limits the number of cases a foster care worker may have under their supervision at any one time to 16 cases; directs the office of children and family services to promulgate regulations relating to caseload standards for foster care workers.

Directs DOCCS, in collaboration with OTDA, OMH and OASAS, to establish a 5-year reintegration pilot program for individuals being released from correctional facilities to provide supports and services to prepare for release, assist with reintegration into the community, and reduce recidivism.
Relates to commissaries and canteens at correctional institutions; provides that items for sale at a commissary or canteen shall be sold for no more than a certain percentage over the purchase price; provides that the department of corrections and community supervisions shall publish on its website the price list for all commissary items for sale at each institution as of June 1, 2025 and on an annual basis thereafter.
Establishes the carbon farming certification committee for the purpose of developing a certification framework, determining qualified carbon removal practices eligible for the carbon farming tax credit, and promulgating certification standards for qualified carbon removal practices; provides for the development of educational materials to encourage carbon farming by promoting farming practices which reduce, sequester and mitigate greenhouse gas emissions on land used in support of a farm operation; establishes carbon farming tax credits.
Relates to creating a new acquisition fund for community land trusts located in New York state; provides that moneys of the fund shall be expended solely to carry out the affordable home ownership development program exclusively for community land trusts; defines community land trusts.
Prohibits artificial intelligence chatbots from using features which are considered unsafe for minors; defines terms; specifies what are considered unsafe features; provides rights of action; directs rules and regulations to be established.

Requires governmental entities to, whenever possible and feasible, consider implementing multifactor authentication for local and remote network access; requires public websites to encrypt all exchanges and to comply with privacy standards.
Establishes the carbon farming certification committee for the purpose of developing a certification framework, determining qualified carbon removal practices eligible for the carbon farming tax credit, and promulgating certification standards for qualified carbon removal practices; provides for the development of educational materials to encourage carbon farming by promoting farming practices which reduce, sequester and mitigate greenhouse gas emissions on land used in support of a farm operation; establishes carbon farming tax credits.
Provides funding for abortion services and travel-related expenses not covered by the military for active duty members of the armed forces of the United States, or their spouses or dependents, who are New York state residents.

Establishes the previously owned zero-emission vehicles rebate program to provide an incentive of an amount up to $2,000 for individuals who purchase used or previously owned zero-emission vehicles.
Expands the health department's review of correctional health services by including a biennial study of health care staffing at facilities operated by the department of corrections and community supervision.
Requires potable water testing at state and local parks at least once every three years and any finding of lead contamination must be abated within ninety days.
Authorizes the issuance of "Blue Star Mother" and "Blue Star Family" distinctive license plates for parents and family members of active duty service members; establishes the "blue star mothers and families support fund".
Relates to the requirements for licensure of funeral directors; specifies requirements for a residency period under the direct supervision of a preceptor; sets requirements to act as a preceptor.

Requires certain health insurance policies to provide coverage for diabetes and prediabetes screening.
Enacts the accelerate solar for affordable power (ASAP) act to set a new target for distributed solar energy capacity and direct the public service commission to advance reforms to the utility interconnection process to ensure timely and cost-effective integration of new distributed energy resources.

Prohibits requiring counties or the city of New York to contribute local shares of eligible expenditures in order to receive funding associated with raising the age of juvenile jurisdiction above fifteen years of age.
Provides that the utility intervention unit within the consumer protection division shall be headed by a rate counsel appointed by the governor by and with the advice and consent of the senate; relates to powers and duties of the utility intervention unit.
Directs the state office for the aging to establish a grant program for the provision of home-delivered meals to eligible homebound individuals on weekends and state-recognized holidays by eligible entities; requires a report; makes an appropriation therefore.
Directs the New York State Department of Labor to establish a voluntary training and certification program for employers entitled the Neurodiversity Training Pledge.
Establishes the manufactured home community preservation act to provide financial and technical assistance, within funds available to counties, municipalities, rural preservation companies, and other non-profit housing organizations for their housing preservation efforts; provides that funds in the mortgage insurance fund can be used to provide financial support to local governments and eligible non-profit housing organizations.
Provides for the transfer of service credit by a member of the New York city police pension fund into the New York city police pension fund.
Grants members of the city of New York's police force eligibility for retirement and pension based on previous service as traffic enforcement agents.
Establishes a New York state public housing painters apprenticeship program for municipal housing authority residents.
Requires health insurance for state officers and employees who receive health insurance benefits from the state to take effect immediately upon employment.
Relates to the unearned income of a child when the parent or non-parent caregiver chooses to exclude such child from the public assistance household.
Establishes a thirty-year retirement benefit for correction officers of the Westchester county correction department.
Calls for the state to subsidize a portion of closing costs for certain individuals who have been tenants of public housing projects or rent subsidized housing for the previous five years.
Requires the same benefits and services for post-traumatic stress disorder for emergency dispatchers and correction officers as are afforded police and firefighters.
Relates to the election of retirement benefits for certain members of the New York state and local employees' retirement system who are employed by the office of mental health.
Exempts basic school supplies from sales tax during the 15 day period prior to Labor day.
Requires that sales tax exempt precious metal bullion shall be purchased by a bank, a foreign government, the U.N. or the state, federal or local government.

Removes language requiring the state from moving public safety surcharge funds into the state general fund; increases from seventy-five million dollars to one million dollars available for grants or reimbursements to counties for the development, consolidation, or operation of public safety communications systems or networks designed to support statewide interoperable communications for first responders.
Requires dental insurance coverage to be offered to employees that is effective immediately upon the starting date of employment.
Prohibits requiring parents or caretakers to earn a minimum wage to be eligible for child care assistance.
Establishes the New York state first home grant program; directs the commissioner of homes and community renewal, in consultation with the state comptroller, to implement such program; provides assistance on behalf of a first time home buyer qualified for such program; and for costs in connection with the acquisition, involving an eligible mortgage loan, of an eligible home, including downpayment costs, closing costs, and costs to reduce the rates of interest on eligible mortgage loans; subsidies to make shared equity homes affordable to home buyers by discounting the price for which the home will be sold and to preserve the affordability of the home for subsequent home buyers; and pre-occupancy home modifications required to accommodate qualified home buyers or members of their household with disabilities; excludes the amount of any grant to any first time home buyer awarded or any federal first time home buyer grant program from taxable income for the purpose of calculating New York adjusted gross income.
Enacts the "food retail establishment subsidization for healthy communities act" (FRESH Communities); provides loans, loan guarantees, interest subsidies and grants to businesses, municipalities, not-for-profit corporations or local development corporations for the purpose of attracting, maintaining or permitting the expansion of food retail establishments in underserved areas.
Designates all taxes, interest and penalties collected by the opioid excise tax for the New York state drug treatment and public education fund.
Establishes the mobile and manufactured home replacement program to eliminate older mobile and manufactured homes and replace them with new manufactured, modular or site-built homes; makes related provisions.
Creates a single, streamlined process whereby a facility or program operating both a pre-kindergarten program and a daycare program may apply for and receive any certification, licensing, or other requirement otherwise necessary to operate a pre-kindergarten program or daycare program under the laws of the state.
Establishes the managed long term care high acuity stabilization pool to support managed long term care plans that demonstrate high performance on quality measures established by the department and serve a disproportionately high share of members with complex long term care needs or high service utilization.
Establishes a tax on noise from non-essential helicopter and seaplane flights in cities with a population of one million or more.
Establishes a fund for the creation of affordable housing for veterans and seniors.

Provides that it is deceptive to misrepresent that a product or package is recyclable unless it can be collected, separated or otherwise recovered from the waste stream through an established recycling program for reuse or use in manufacturing or assembling another item; requires the department of environmental conservation to develop regulations on types and forms of plastic products and packaging for which a claim of recyclability may be made; requires all rigid plastic containers sold in this state be labeled with a code that indicates the resin used to produce such container; makes related provisions.
Enacts the New York state good guardianship act to establish the statewide initiative of not-for-profit guardians.

Requires an annual inspection and audit process which shall review five percent of individual apartment improvement notifications for rent stabilized apartments outside of the city of New York; requires additional audits where violations are found.
Relates to the provision of breast pumps and related collection and storage materials to certain incarcerated nursing birth parents who are confined in or committed to an institution or local correctional facility with or without their child subject to specific time limitations; requires institutions and local correctional facilities to provide pumps and related materials to such incarcerated birth parents, but not beyond the date such child reaches twenty-four months of age except in limited circumstances related to parole; allows children to remain with their incarcerated birth parents in a correctional institution until twenty-four months of age, or longer in certain cases related to parole; requires the commissioner of corrections and community supervision to issue an annual report on data relating to incarcerated birth parents.
Increases the state code enforcement powers of the secretary of state by establishing a state code enforcement office headed by an ombudsperson.
Authorizes the state inspector general to receive and investigate complaints of sexual assault in correctional facilities and other places operated by the department of corrections and community supervision for the confinement of persons; requires the state inspector general to establish protocol and procedures for such reports and investigations.

Provides that for a substance use disorder outpatient treatment episode of care by a provider licensed, certified or otherwise authorized by the office of addiction services and supports, an insured shall only be responsible for a cost sharing fee not to exceed two hundred fifty dollars.
Establishes the office of energy and equity within the department of state to help ensure equitable access to all energy affordability initiatives available in the state by streamlining the administration of energy affordability and access programs, maximizing the support available to each eligible household, and enhancing the transparency, accountability, and effectiveness of energy affordability and access programs; establishes the energy affordability fund.
Establishes participation in assigned risk plans for voluntary foster care agencies (Part A); requires the office of children and family services to establish standards of payment for liability insurance costs beginning July 1, 2028 for the 2027-2028 rate year that ensures the maximum state aid rate accurately reflect the year over year increased costs for voluntary foster care agencies; directs such office to establish an application process (Part B); establishes the voluntary foster care agency insurance bridge fund; establishes a process for the distribution of moneys in such fund; sets eligibility requirements; requires certain supporting documentation (Part C).
Requires the New York state energy research and development authority to develop recommendations regarding the establishment of microgrids.

Repeals provisions relating to resolutions of disputes in the course of collective negotiations with certain deputy sheriffs to provide such deputy sheriffs with the same interest arbitration scope as municipal police officers.
Provides procedures to be followed in appointing a hearing officer for removal and disciplinary action against certain public employees not in the service of the city of New York, including the fees to be paid for such hearing officer; provides for suspension, with pay, pending the determination.
Establishes the bilingual teachers of tomorrow teacher recruitment and retention program to attract and retain bilingual, certified teachers in schools with a bilingual teacher shortage; provides for grants and procedures for applying for such grants and eligibility requirements for fund distribution.
Enacts the manufacturer disclosure and transparency act requiring prescription drug manufacturers to notify the attorney general of arrangements between pharmaceutical manufacturers resulting in the delay of the introduction of generic medications.
Relates to changes of membership eligibility in a New York state retirement system.
Enacts the "New York state teleworking expansion act"; provides that each state agency shall establish a policy and program to allow employees to perform all or a portion of their duties through teleworking to the maximum extent possible without diminished employee performance.

Enacts the "New York state teleworking expansion act"; provides that each state agency shall establish a policy and program to allow employees to perform all or a portion of their duties through teleworking to the maximum extent possible without diminished employee performance.
Provides procedures to be followed in appointing a hearing officer for removal and disciplinary action against certain public employees not in the service of the city of New York, including the fees to be paid for such hearing officer; provides for suspension, with pay, pending the determination.
Expands the authority of hearing officers regarding judgments about an employee's inability to perform their duties due to a disability to be provided to the employee and the authorized representative of such employee.
Repeals provisions relating to resolutions of disputes in the course of collective negotiations with certain deputy sheriffs to provide such deputy sheriffs with the same interest arbitration scope as municipal police officers.
Relates to changes of membership eligibility in a New York state retirement system.
Directs the commissioner of health to conduct a sickle cell disparity study.
Requires DHCR to develop a common application and web portal for certain funding, tax credits, loans, and grants for housing; requires such application to be available upon request from relevant state agencies; requires such web portal to be manageable by relevant state agencies; makes relevant provisions.
Requires chain restaurants to place an icon on menus next to food items that have a high content of sodium.
Provides that the department of health shall make available to licensed home care services agencies all platforms, applications, software, forms and other documents necessary for the licensed home care services agency to submit statistical reports associated with required registration materials.
Establishes a New York Main Street development center in the division of housing and community renewal.
Requires certain agencies and individuals to provide notice regarding the rent increase exemption for low income elderly persons and persons with disabilities programs to tenants upon the occurrence of certain events.
Relates to establishing the "340B prescription drug anti-discrimination act"; prohibits pharmaceutical manufacturers and pharmacy benefit managers from discriminating against covered entities and New York state pharmacies based on participation in the drug discount program authorized by section 340B of the federal public health service act.

Provides that certain purchase contracts to purchase food can be awarded to a qualified bidder who fulfills certain values based procurement standards when such bid is not more than 10% higher than the lowest responsible bidder and when the bidder makes publicly available data on where such bidder sources their food items; sets forth the criteria for values based procurement standards to include local economies, environmental resilience, racial equity, valued workforce, valued agricultural sector, animal welfare, and nutrition.
Establishes a temporary state commission to conduct a feasibility study to evaluate and make recommendations concerning the formation and control of a state public bank; provides if such study finds that the state bank is feasible, the commission may recommend legislation to create a state public bank for New York.
Establishes the office of Native American affairs to act as a centralized office for Native American nations to access information on state programs that are provided to Native Americans.
Expands the purposes of the drug treatment and public education fund to include prevention and recovery programs; requires reporting to be made available on the office of addiction services and supports' website.

Establishes the New York state ICE-free zones act to prohibit the use of state or municipal property for civil immigration enforcement activity; requires signage to be posted at the entrance to state or municipal property or other areas that are accessible to the public stating that civil immigration enforcement activity is not allowed; provides an exception that civil immigration activity may be conducted on such property pursuant to a valid judicial warrant specifying that such activity may be conducted on such property for a specified purpose.
Establishes the office of New York state benefits coordination to document and track all benefit programs in the state, and establish a state benefits portal and universal benefits application.
Prohibits line-item appropriations, grants, or disbursements from lump sum appropriations to be directed to organizations engaged in political activities.
Authorizes the establishment of permanent COVID-19 memorials; establishes a COVID-19 permanent memorial fund.
Establishes a reasonable accommodation reimbursement grant program under which eligible employers may request a grant for reimbursement of expenses made for reasonable accommodations for applicants or employees with a disability; establishes a reasonable accommodation reimbursement fund for payment of such grants; makes an appropriation of $5,000,000 for such program.
Requires the state to participate in the United Nations human rights council's universal periodic review when the federal government has disengaged from such review.

Enacts the New York privacy act to require companies to disclose their methods of de-identifying personal information, to place special safeguards around data sharing and to allow consumers to obtain the names of all entities with whom their information is shared.
Requires commissioners of local social services districts to screen, apply for, and use and conserve retirement, survivors and disability insurance, supplemental security income, veterans' or any other federal social security benefits on behalf of children placed in foster care; provides for responsibilities of local commissioners of social services appointed to serve as the representative payee for a child; provides for technical assistance and financial literacy for foster children; makes related provisions.
Requires insurance coverage for early egg and peanut allergen introduction dietary supplements for infants at no cost.
Directs condominium and cooperative housing associations to complete capital reserve studies, including a thirty-year funding plan, in order to ensure that the condominium or cooperative housing association has adequate reserve funds available to repair or replace the assets located on the property that the association is obligated to maintain without the need to create any special assessment or loan obligation; specifies the content of the study; requires the study to be filed with the attorney general.
Relates to off premise retail license holders; increases the number of licenses authorized under section 63 of the alcoholic beverage control law from one to two licenses.
Repeals provisions concerning authorization to enroll and provide medical assistance.
Authorizes the operation of historical horse racing; provides for the payment distribution of all pari-mutuel handle derived from historical horse racing.

Authorizes the presentation of a New York State Cold War Commemorative Medal for active duty during the period of September 2, 1945 through December 26, 1991.
Relates to lease terms for zero-emission school buses; permits leases of up to 12 years.
Defines the term "construction projects" to mean the construction, reconstruction, rehabilitation or improvement of any school building where a district receives any apportionment for debt service or building aid and the school building is sited within the Long Island region; provides that each contract involving the award of a construction project shall require the use of a project labor agreement for all contractors and subcontractors on such project.
Establishes the hire a vet grant program; provides grants to municipalities where a veteran is hired and employed, for not less than twelve continuous and uninterrupted months in a full-time or part-time position.
Prohibits broad indemnification by a design professional of a state or local agency or political subdivision involving public work for contracts except to the extent that damages were caused by or are the proximate result of the negligence, recklessness, or willful misconduct of the design professional.
Provides insurance coverage for cranial prostheses for a diagnosed health condition, chronic illness, or injury.
Requires consideration as a quantitative factor whether the commodities or services were manufactured or will be performed by a labor union with respect to the awarding of certain procurement contracts.
Relates to defining veteran; includes national guard members who have served for at least twenty years, part of which was during any war or period of hostilities.
Amends the imposition of sales tax to dramatic or musical arts performances, or live circus performances, or motion picture theaters, where such admission charge is not more than one thousand dollars.
Requires all policies that provide coverage for inpatient hospital care to include benefits for child and family treatment and support services and children's home and community based services.
Provides that veterans who are NY residents may use state parks, recreation facilities and historic sites without fees.
Implements a one year phase-in period for a local law, ordinance or resolution imposing a paper carryout bag reduction fee where forty percent of such fees are returned to such county or city for the purpose of purchasing and distributing reusable bags, with priority given to low- and fixed-income communities, and after the first year, such forty percent of fees shall be remitted to the person who collected the fees.
Requires Medicaid to cover a wearable medical device that uses low-intensity, alternating electric fields delivered to the tumor site to treat glioblastoma and other cancers as recommended by medical and scientific evidence.
Requires all state agencies to establish a composting program in buildings owned, occupied or operated by such agencies; allows such agencies to arrange for collection of compostable waste by a private carter, transport such waste itself or process such waste on-site; requires reports on the costs and effectiveness of such programs.
Enacts the "Technical Sergeant Joseph G. Lemm tuition benefit act" to allow members of the New York state organized militia to receive tuition benefits for certain post-secondary degree programs.
Creates the "Great Swamp protection act" for lands in Dutchess and Putnam counties.
Provides for reimbursement for certain insurance premiums for certain members of the naval militia, New York air, army national guard, and New York guard.
Establishes the work opportunity tax credit for businesses with fifty employees or less for hiring a long term unemployed person; provides a credit shall be allowed of up to $2,400; provides the total amount of credit provided statewide shall not exceed fifteen million dollars.
Establishes a childcare program to provide active duty members of the New York national guard assistance in locating, selecting, and offsetting the cost of civilian childcare when on-base childcare is not available to such members.
Authorizes political subdivisions to award public contracts to participants of a minority and women owned business enterprise program at a cost premium not to exceed ten percent of the lowest bid.
Expands the imposition of sales tax on the sale of race horses made through claiming races to include the total sale price on each sale.
Provides a tax credit for the installation of fire sprinkler systems for residential properties.
Amends the college tuition credit; eliminates the credit for taxpayers whose adjusted gross income is over $15,000,000; sets a sliding scale.
Prohibits the retention of any amount of payment due and owing for materials delivered and accepted for a public or private construction project.
Enacts the "cannabis adult-use transition act"; increases the number of members on the state cannabis advisory board from thirteen to seventeen voting appointed members; provides that an eligible registered organization shall be authorized as a registered organization adult-use cultivator processor distributor retail dispensary upon approval of an application to the office of cannabis management that must be available to such registered organizations no later than August first, two thousand twenty-five and remain available thereafter; provides that the office must approve or deny such application within thirty days of its submission or it shall be deemed approved; makes related provisions.
Provides that the New York itemized deduction for gambling losses shall be zero percent of the amount allowed under the internal revenue code.
Relates to the treatment of excess credits for the rehabilitation of historic barns.
Exempts military members based at Fort Hamilton, Brooklyn, New York and Fort Wadsworth, Staten Island, New York on active duty who reside in NYC from the payment of E-ZPass tolls associated with the Verrazzano-Narrows Bridge.
Authorizes the election of qualified transportation fringe benefits; authorizes any employer to offer employees the opportunity to use pre-tax earnings for the purchase of qualified transportation fringe benefits.
Authorizes funds in the New York state cannabis revenue fund to be used for reasonable costs of implementing track and tracing of product programs.
