Authorizes certain municipalities to participate in a community-wide energy aggregation program where they can request bids, select an energy service provider, install energy efficiency measures and develop local renewable energy facilities to provide electric and/or gas supply services, including gas efficiency and renewable heating technologies to participating customers.
Enacts the "affordable clean energy (ACE) act"; exempts renewable energy systems from certain requirements related to energy facilities (Part A); directs the New York power authority to propose a minimum of two priority transmission projects to address the areas of highest need on the bulk transmission system (Part B); exempts payment in lieu of taxes revenue from property tax cap calculations (Part C).
Requires at least one electric level three fast charging station available to the public for every five thousand New York state residents on a county level by December 31, 2027; provides for the siting of such charging stations; requires construction and development of such stations to comply with article 8 of the labor law including payment of the prevailing wage.
Establishes the position of propane consumer pricing advisor and a propane advisory board within the department of public service.
Directs electric corporations and combination electric and gas corporations to file a cost-effectiveness and timetable analysis as part of any base rate proceeding with the public service commission; directs NYSERDA to conduct a study on the effectiveness of advanced transmission technologies.
Relates to establishing requirements and penalties for combination utility companies during service outages; provides that a penalty for failure to reasonably comply with requirements that protect the overall reliability and continuity of combination utility company services shall be up to one hundred dollars per violation or for a pattern or practice of such violations up to one thousand dollars per violation.

Provides that whenever the public service commission denies a request by a utility for a major change in rates or charges, the schedule, rate, charge, form of contract or agreement, rule, regulation, general privilege, facility, or service immediately in effect prior to such request shall remain in full force and effect until such time as the commission approves a new rate, charge.
Increases the number of entities to whom the New York state energy research and development authority must submit an annual report; requires the report to include a brief summary of all proceeds collected and administered by the authority pursuant to an order of the public service commission or pursuant to regulation, including, but not limited to, assessments, fees, taxes, transfers, corporate income or surcharges imposed on energy consumers or power generators.
Relates to advancing grid enhancement technologies; allows the department of public service to approve requests from distribution companies to develop grid enhancement technologies; requires distribution companies to submit a compliance filing report every 5 years.
Prohibits gas and electric corporations from recovering labor-related legal costs or workers' compensation loss adjustment expenses from ratepayers through rates, charges, surcharges, adjustment mechanisms, riders, or reconciliation mechanisms; defines labor-related legal activity.
Establishes a standardized rate application template for utilities; provides that utilities have to provide certain information when filling out a standardized rate application.
Requires certain investor-owned gas or electric corporations to refund ratepayers when their achieved return on equity exceeds authorized rates of return by fifty percent.
Requires the office of renewable energy siting and electric transmission to establish and/or amend rules and regulations pertaining to standards related to the siting, design, construction and operation of major renewable energy facilities; requires such rules and regulations to include information relating to certain definitions, preapplication procedures, application procedures, farmland conservation fees, and farmland protection; provides for the repeal of such provisions upon expiration thereof.

Requires the owner or operator of a new data center to submit to the Public Service Commission a thermal energy network feasibility assessment that identifies potential off-site thermal loads within one mile of the facility; requires that new data centers be designed, constructed, and operated to capture and reuse waste heat generated by computing equipment through a thermal energy network.
Directs the public service commission to provide a class of service for facilities that use large amounts of energy; requires an electric company that is providing electricity service to a retail electricity consumer that is a large energy use facility to enter into a contract with the retail electricity consumer that covers the provision of the electricity service; repeals certain provisions upon the expiration thereof.

Prohibits the granting of a certificate for the construction or operation of an on-shore or off-shore industrial wind turbine or wind farm within the jurisdiction and control of the state and within any area of the state outside of the city of New York unless a certificate for the construction or operation of an on-shore or off-shore industrial wind turbine or wind farm within geographic boundaries of or the shoreline adjacent to the city of New York is granted simultaneously.

Caps public gas corporations, public electric corporations and municipal gas and electric companies at a profit margin of four percent per year.
Establishes the agrivoltaics viability pilot program to provide grants to identify the best practices and strategies for agrivoltaics and dual-use solar energy projects that protect soil health during construction and decommissioning of solar arrays, utilize sustainable agricultural production practices, monitor any benefits solar energy may have on farms and to the state, track economic viability, study the commercialization of dual-use solar energy projects, and encourage equitable engagement of stakeholders.
Provides that credits for excess electricity generated by customer-generators subject to net energy metering by an electric corporation or the Long Island power authority may be carried over indefinitely and used against any charges imposed by an electric corporation or the Long Island power authority when the customer-generator uses more electricity than such customer generates; provides for the accounting of credits once every 5 years and the electric corporation or Long Island power authority shall reimburse the customer-generator for the accumulated credits.
Requires piping supplies expenses to be included as an acceptable expense for purposes of calculating a financial benefit, tax credit or other incentive to an owner of real property to improve energy efficiency to a building or structure pursuant to any energy efficiency program overseen by the New York State Energy Research and Development Authority.
Establishes the green affordable pre-electrification program to assist owners and tenants in residential properties in curing structural and building code defects which render the properties ineligible for improvements or projects relating to energy savings, green-house gas emissions reductions, climate change adaptation and resiliency project grants; establishes the energy efficiency and electrification interagency coordination group to coordinate between certain energy efficiency programs.
Enacts the solar for schools act which provides grants for eligible school districts to purchase and install solar and geothermal power sources; defines terms; directs the New York state energy and research development authority to establish such grant program; provides for the repeal of such provisions upon the expiration thereof; makes an appropriation therefor.
Authorizes the New York state energy research and development authority to administer a program to provide grants or loans for the costs related to enabling switching residences with propane or fuel-oil heating systems to efficient electric heat pumps.
Establishes the zero-emission industrial trucks grant program to be administered by NYSERDA, to encourage the purchase and lease of zero-emission industrial trucks, class I to III.
Requires a study on the national electric safety code line height standard for overhead utility lines and communication lines as such relate to the height of agricultural equipment and other heavy duty equipment.

Authorizes the power authority of the state of New York to undertake and administer energy conservation, cogeneration and load management programs for the public corporation customers of the authority in the metropolitan areas of New York city, and to provide technical and financial assistance in implementing conservation plans prepared for any such public corporation; grants exceptions from compliance due to infeasibility or economic hardship.
Relates to the installation of certain energy technologies.
Relates to appliance and equipment energy efficiency standards; requires new or replacement consumer audio and video products purchased by or for the state or any agency thereof shall meet or exceed certain requirements.
Prohibits an electric corporation from placing any restriction based upon a minimum load requirement for a host account, on any customer generator who otherwise meets the criteria to conduct net metering.
Includes not-for-profit organizations with a mission to assist in disaster relief and recovery for collaboration purposes for microgrid recommendations.
Permits a farm operation or a non-residential customer generator which locates fuel cell electric generating net-metering equipment to designate credits to any other property owned or leased by such customer-generator within the same service territory.
Relates to on-farm energy generation.
