Amends existing law to revise the name of a certain plan and provisions relating to it.

Amends and adds to existing law to revise provisions for staff allowance; to revise provisions for the experience and education multiplier; to provide for a career ladder and related requirements; to revise provisions for each district's salary-based apportionment; and to revise provisions for leadership premiums.

Amends existing law to provide an exemption concerning the Educational Support Program and a decrease in average daily attendance and to provide a term of participation if no exemption is requested.

Adds to existing law to provide for the At-Home School Readiness Pilot Program.

Amends existing law to provide for an alternate route to qualify for graduation from an accredited secondary school.

Amends and adds to existing law to provide an amount needed for school counseling support; to revise provisions and to establish additional provisions for school counselors; to provide for academic and college or career advisors and student mentors, to grant school districts and charter schools the authority to employ certain staff, to require school districts to provide professional development for certain staff and to provide notice and reporting requirements.

Amends existing law relating to certificate records and fees.

Amends and adds to existing law to apply a section to an additional group of individuals, to revise penalty provisions; and to provide requirements for harassment, intimidation and bullying information and professional development.

Amends existing law to revise provisions relating to the authorizer fee formula and to revise the payment deadline for the authorizer fee.

Amends existing law to remove a requirement that the State Board of Education must approve any curriculum or rule change in a nursing program that may alter existing articulation agreements between educational institutions.

Amends existing law to revise fees for undergoing a criminal history check.

Amends existing law to revise the name of a certain plan and provisions relating to it.

Adds to existing law to establish a review committee and to provide that the committee will review certain test questions and make recommendations.

Amends existing law to establish provisions relating to a school safety plan; to revise provisions relating to the Public School Income Fund and the use of moneys and to revise provisions relating to uses of an appropriation.

Adds to existing law to provide definitions, to provide for a responsible entity, to establish provisions relating to a data inventory and dictionary or index, to establish provisions relating to certain policies and procedures, to establish provisions relating to the State Board of Education and the State Department of Education ensuring that certain vendors shall comply with the law, to provide for a civil enforcement action, to provide for a court action, to provide for a penalty, to establish provisions relating to data deemed confidential, to provide for exceptions and to provide for a data security plan.

Adds to existing law to establish provisions relating to the expenditure of certain moneys for a certain time period, to establish provisions relating to the determination of a certain amount and to provide that school districts shall provide certain information.

Amends existing law to revise provisions relating to the submission of a report to the State Department of Education.

Amends existing law to revise provisions relating to the attendance of students attending an alternative secondary school.

Amends existing law relating to education to provide that the department may accept data for certain instructional employees hired prior to January 1 of each year.

Amends existing law to revise provisions relating to a mastery advancement scholarship and to revise provisions relating to amounts received by a district or public charter school; to revise provisions relating to certain examinations and to establish provisions relating to students qualifying for certain monetary credit.

Amends existing law to remove language in the catchline relating to online courses and to establish provisions relating to the board of trustees of each school district adopting curricular materials.

Amends existing law to revise provisions relating to terms of office and appointments, to provide that members shall assume full powers and duties upon appointment and to provide that appointment shall be subject to confirmation by the Senate.

Amends existing law to remove references to the 2013-2014 school year and to revise provisions relating to certain salary-based apportionment estimates; and to revise a sunset date.

Amends existing law relating to education to revise a sunset provision.

Stating findings of the Legislature and directing the State Board of Education, the Idaho Department of Commerce and the Idaho Department of Labor to convene a working group charged with developing a proposal, including proposed legislation, to strengthen the linkage between Idaho's public educational systems and Idaho's workforce needs.

Amends existing law to establish provisions relating to a state public institution of higher education purchasing liability insurance; to provide that the State Board of Education may approve the withdrawal of a state public institution of higher education from use of a state service; and to provide that the State Board of Education may request the Department of Administration to provide services.

Adds to existing law to provide for a strategic plan, to establish provisions relating to the development of a plan, to provide for certain aspects of the plan, to provide a date for adoption of the plan, to provide for monitoring progress and use in evaluations, to provide that the plan be available to the public, to provide for distribution of moneys and to provide for rules.

Amends existing law to provide when a certain number of support units shall be used to calculate discretionary funding.

Amends existing law to revise a definition and to revise provisions relating to a person on military orders; and to revise provisions relating to a resident student who is a member of an Idaho Native American Indian tribe.

Stating findings of the Legislature and authorizing the Legislative Council to appoint a committee to review and understand professional-technical education in Idaho.

Amends existing law relating to public libraries to revise a code reference.

Adds to existing law to provide legislative intent and to establish provisions relating to certain rights, responsibilities and obligations and to state a public policy.

Amends and adds to existing law to establish provisions relating to a voluntary prekindergarten pilot program.

Amends existing law to establish provisions relating to a school safety plan; to revise provisions relating to the Public School Income Fund, to revise provisions relating to uses of an appropriation and to provide for a deposit to the fund.

Amends existing law to revise provisions relating to the Public Charter School Commission.

Amends existing law to revise authority when the board of trustees of a school district or the board of directors of a public charter school may vote for the employment of a spouse of such board member.

Amends existing law to provide for modifications to a plan, to establish provisions relating to the state fire marshal and to provide that a district's share of costs shall be based on actual funds expended.

Amends existing law to revise a fee the State Department of Education shall charge to certain individuals for criminal history checks.

Amends existing law to revise authority when the board of trustees of a school district or the board of directors of a public charter school may vote for the employment of a spouse of such board member.

Amends, repeals and adds to existing law relating to education to provide for differential pay and to provide for technology pilot projects; to remove language relating to differential pay and technology projects; to revise provisions relating to obligations to retirement and Social Security benefits; to establish provisions relating to differential pay and Excellence in Achievement awards and to establish provisions relating to the distribution of certain moneys; to establish provisions relating to technology pilot projects; and to establish provisions relating to discretionary funds.

Amends existing law relating to education to establish provisions relating to terms of agreements, to provide that agreements shall have a one year duration, to establish provisions relating to limitations on the parties' authority, to establish provisions relating to certain agreements having a two year duration and to define terms; and to establish language relating to fact-finders, appointment and hearings.

Amends, repeals and adds to existing law relating to education to provide that a district may utilize up to fifteen percent of certain moneys to pay another school district or public charter school for certain services or to defray certain costs and to provide that a district may employ fewer positions than funded without a reduction in the number of funded positions being imposed; to establish provisions relating to determining a staff allowance, to establish additional conditions governing staff allowance and to provide for an appeal and a waiver.

Adds to and amends existing law relating to public charter schools to revise provisions relating to limitations on the approval of a public charter school and to revise provisions relating to the designation of a public charter school as a local education agency; to establish provisions relating to the approval of authorized chartering entities and such entities' authority; to establish provisions relating to performance certificates and to establish provisions relating to performance expectations and measures; to revise provisions relating to reconsideration of a decision to deny a petition; and to establish provisions relating to accountability of each public charter school and certain performance indicators.

Amends and adds to existing law relating to education to revise provisions relating to the Educational Support Program, to establish provisions relating to dual credit courses and to establish provisions relating to additional math and science courses; to provide that a school district may utilize up to 15 percent of certain moneys to pay another school district or public charter school for instructional services and to provide that a district may employ fewer positions than funded without a reduction in the number of funded positions being imposed; to establish provisions relating to an adjustment to a district's salary-based apportionment for fiscal year 2013; and to establish additional provisions relating to math and science requirements, public school technology and dual credit.

Amends existing law relating to education to establish provisions relating to a written evaluation of certain employee's performance; to revise provisions relating to a category 3 contract and to revise provisions relating to certain written evaluations; and to revise provisions relating to a certain evaluation after the third full year of employment.

Adds to and amends existing law to revise and to establish additional provisions relating to the prohibition of federal regulation of certain firearms; to provide certain prohibited acts regarding firearms by public employees and officers of governmental entities, to provide penalties and to establish that certain laws are unenforceable in Idaho by state and local government officials, agents or employees.

Amends existing law relating to education to revise provisions relating to certain conditions concerning the declaration of a financial emergency.

Amends existing law relating to education to establish provisions relating to the use of full-term average daily attendance to calculate support units for certain alternative secondary schools and to provide that certain support units shall be used for all state funding formulas in which support units are used.

Adds to existing law to provide that no state postsecondary educational institution shall take any action or enforce any policy that would deny a religious student group any benefit available to any other student group based on the religious student group's requirement that its leaders adhere to its sincerely held religious beliefs or standards of conduct.

Adds to and repeals existing law relating to Special Applications of the Educational Support Program.

Amends existing law relating to education to establish provisions relating to certain school age students from outside the State of Idaho.

Amends existing law to provide that the State Board of Education shall cause all students, who are admitted to the WWAMI (Washington, Wyoming, Alaska, Montana, Idaho) regional medical program, the WICHE student exchange programs, Creighton University School of Dental Science, the University of Utah College of Medicine, and the Washington, Oregon, Idaho (WOI) regional program in veterinary medical education programs to sign a contract providing for repayment of moneys paid from public funds on behalf of such Idaho student, to provide that the student shall actively engage in professional practice or other professional pursuits in Idaho for a period not to exceed three years as the board requires or repay all amounts expended by the State of Idaho.

Adds to and amends existing law relating to education to establish provisions relating to an online course portal, advanced opportunities and the "8 in 6 Program"; to revise provisions relating to a certain distribution calculation; to provide that certain moneys may be expended for the development and maintenance of an Internet-based portal, to establish provisions relating to certain courses available, to provide that the portal shall include certain customer ratings and a notification capacity and to establish additional provisions relating to an online portal.

Adds to and amends existing law relating to education to establish provisions relating to negotiations in open session; to provide that certain negotiations shall be in open session, to establish that certain documentation shall be subject to disclosure laws and to provide for notice.

Repeals and amends existing law relating to education to revise provisions relating to school districts employing retired teachers and administrators.

Amends existing law relating to education and Internet based expenditure website to provide that an annual budget shall be included on the Internet based website and to provide that certain master labor agreements shall be included on the Internet based website.

Amending Section 1, as amended in House Bill No. 259, as enacted by the First Regular Session of the Sixty-second Idaho Legislature, to revise provisions regarding an employee's involuntary leave of absence and payment thereof.

Adds to existing law to provide required proprietary school disclosures to students.

Adds to and amends existing law relating to education scholarships to establish the Armed Forces and Public Safety Officer Scholarship Program, to establish provisions relating to individuals eligible for the Armed Forces and Public Safety Scholarship Program; to establish the Idaho Opportunity Scholarship Program, to provide for the Opportunity Scholarship Program account and to provide for an evaluation; and establishing provisions relating to scholarship program reporting requirements.

Amends existing law relating to worker's compensation to revise a definition; and to provide that certain work experience students shall be covered by the Idaho higher education policy.

Stating findings of the Legislature and requesting that the State Board of Education commence rulemaking to provide that cursive handwriting shall be taught in the state public elementary schools.

Amends existing law relating to proprietary schools to revise provisions relating to a condition of registration, to eliminate language relating to a newly registered proprietary school and to provide that neither the principal nor surety on a bond or other financial instrument may terminate coverage of the bond.

Repeals existing law relating to procuring and purchasing by institutions of higher education to remove a sunset date.

Adds to and amends existing law relating to education to establish provisions relating to negotiations in open session, to provide that certain negotiations shall be in open session, to establish that certain documentation shall be subject to disclosure laws and to provide for notice; to establish provisions relating to requirements when parties to negotiations reach agreement and to establish provisions relating to the failure to ratify a certain agreement.

Adds to and amends existing law relating to education to establish provisions relating to negotiations in open session, to provide that certain negotiations shall be in open session, to establish that certain documentation shall be subject to disclosure laws and to provide for notice; to establish provisions relating to requirements when parties to negotiations reach agreement and to establish provisions relating to the failure to ratify a certain agreement.

Adds to existing law relating to fiscal matters of school districts providing provisions relating to certain maintenance match moneys for the maintenance and repair of certain student-occupied buildings.

Amends existing law relating to public school technology; to revise provisions relating to the expenditure or distribution of moneys for certain classroom technology and to provide for the expenditure of moneys for an Internet-based clearinghouse of online courses.

Amends existing law relating to education to revise provisions relating to investigations by the Professional Standards Commission, to provide for investigations of unethical conduct, to revise provisions relating to an allegation, to revise provisions relating to notification, to revise provisions relating to a hearing panel's submission, and to establish provisions relating to certain notification by the Professional Standards Commission; to revise provisions relating to a signed statement from applicants, to define certain terms, to provide that a school district shall request certain information from an applicant's past public school employers, to revise provisions relating to a hiring district's request, to revise provisions relating to employment on a conditional basis, to provide for exceptions, to eliminate a reference to collective bargaining agreement and individual employment contract, to revise provisions relating to the expungement of certain information from certain documents, to revise a date, and to revise provisions relating to rules.

Adds to existing law relating to education to establish provisions relating to a tax credit for contributions made to a scholarship granting organization, to establish provisions relating to the duties and responsibilities of scholarship granting organizations, to establish provisions relating to the duties and responsibilities of the State Department of Education, to provide for rules and to establish provisions relating to the duties and responsibilities of participating schools.

Amends existing law relating to public charter schools to revise provisions relating to a petition, to revise provisions relating to petitions received by an authorized chartering entity, to revise provisions relating to a public hearing, to revise certain timing provisions, to provide for an agreement, to provide for a primary attendance area, to revise provisions relating to admission procedures, to revise provisions relating to transportation services, to establish provisions relating to a charter for a public virtual school and to revise provisions otherwise relating to public charter schools.

Amends existing law to revise certain provisions relating to the recall of library district trustees.

Amends existing law relating to the prudent management of institutional funds to revise provisions and establish additional provisions relating to certain gift instruments.

Adds to existing law relating to the personnel system to establish provisions relating to sick leave of certain employees of Idaho community colleges; and to establish provisions relating to sick leave and certain former employees of Selland College of Applied Technology at Boise State University.

Amends existing law relating to education to revise provisions relating to special applications of the Educational Support Program, to establish provisions relating to a school district providing educational services to students residing in a certain area, to provide that such students shall be counted as a separate school and to provide for exceptions.

Amends existing law relating to teachers to revise provisions relating to sick leave rights.

Amends existing law relating to education to establish provisions relating to school districts' liability arising out of certain acts of employees.

Stating the findings of the Legislature and requesting Congress to repeal the No Child Left Behind Act of 2001.

Amends existing law relating to education to revise provisions relating to certain leadership awards.

Amends existing law relating to school building maintenance to revise a provision relating to the submission by school districts of certain information to the State Department of Education; to revise provisions relating to the submission by each school district of a certain plan to the Division of Building Safety and to revise provisions relating to the information included in such plan.

Amends existing law relating to the Transportation Support Program to delete language relating to certain duties of the legislative audits section of the Legislative Services Office.

Amends existing law relating to education to revise provisions relating to the Interstate Agreement on Qualifications of Educational Personnel, to revise provisions relating to purpose, to provide for assumptions, to provide definitions, to establish provisions relating to duties of member jurisdictions, to establish provisions relating to procedures for member participation and to establish and revise provisions relating to other aspects of the interstate agreement.

Amends existing law relating to community colleges to revise terminology, to revise provisions relating to moneys credited to the Community College Account and to provide that the State Treasurer shall make certain disbursements and to revise provisions relating to disbursement of funds from the State Community College Account.

Amends existing law relating to the Professional Studies Account to remove a reference to state appropriations.

Amends existing law to revise provisions of residency requirements for public institutions of higher education relating to resident students.

Amends existing law relating to community colleges to revise provisions and to establish additional provisions relating to the trustees of community college districts.

Adds to and amends existing law relating to fiscal matters of school districts providing provisions relating to certain maintenance match moneys for the maintenance and repair of certain student-occupied buildings; to revise provisions relating to the board of trustees of each school district's preparation of a budget; to revise provisions relating to certain plant facilities levy and to revise provisions relating to the first tax year of conversion.

Amends Sections 1, 4, 5, 12, 17, 18, 20, 21, 22 and 26 of Senate Bill No. 1108 relating to education to revise provisions relating to the expenditure or distribution of certain moneys for certain teacher salaries and to revise provisions relating to the delegation of certain authority; to revise provisions relating to certain provisions in any master agreement or negotiated contract and to revise provisions relating to a period of probation; to provide provisions relating to the special applications of educational support program; to revise provisions relating to certain supplemental contracts; to revise provisions relating to the selection and designation of the local education organization for certain employees; to revise provisions relating to mediation and establishing compensation; to revise provisions relating to certain parties failing to ratify and approve an agreement; and to revise provisions relating to the terms of certain agreements or contracts.

Amends and adds to existing law to revise procedures, processes and fees before the Professional Standards Commission; to provide for an applicant for employment at a school district to sign a release that prior personnel files shall be released to the district, to provide immunity from liability and to provide penalties for disclosure of information.

Repeals Section 6 of Senate Bill No. 1108 relating to reduced enrollment, contract termination and severance stipend and amends Section 12 of Senate Bill No. 1108 to provide for special applications of educational support program during the period July 1, 2011, through June 30, 2012.

Amends existing law relating to education to revise provisions relating to certain certificates.

Amends existing law relating to education to eliminate certain language relating to a complete and cataloged library of curricular materials.

Amends existing law relating to the State Board of Education to provide that the institutional contribution optional retirement program rate shall be equal to PERSI contribution rates.

Repeals existing law relating to a training or model school in the College of Education at Idaho State University.

Stating findings of the Legislature and urging Congress to propose the Parental Rights Amendment to the states for ratification.

Amends existing law relating to education to eliminate language relating to regulations for proof of illness.

Amends existing law relating to education to provide that accurate records or minutes of certain proceedings shall be kept, and shall be available for public inspection at the office of the affected school district.

Adds to existing law relating to public libraries to provide provisions relating to public libraries and Internet use policy.

Amends existing law relating to education to revise provisions relating to kindergarten support units and to provide provisions relating to certain expenditures.

Adds to and amends existing law relating to postsecondary institutions and proprietary schools to revise provisions relating to registration; to provide that a student may bring an action; to provide that the Board of Education may permit the director to accept from certain proprietary schools certain bonds and to provide that the director may submit a demand upon the surety on the bond on behalf of a student or students in certain situations; to provide for powers and duties of the director; to provide for civil penalties and to provide that a court may enter an order to recover costs; and to provide for criminal penalties.

Amends existing law relating to education and teachers to revise provisions relating to teacher preparation programs at institutions of higher education and to provide for requirements relating to full certification of certain teachers.

Amends existing law relating to education to revise the definition of "habitual truant," to provide for a certain designee and to provide that a child who is an habitual truant shall come under the purview of the Juvenile Corrections Act if he or she was within the age of compulsory attendance at the time of the violation.

Adds to existing law relating to education to provide that each local school district shall file an Internet use policy and to provide provisions of such policy.

Amends existing law to revise criteria for plan reviews and for inspections for public schools.

Adds to existing law relating to education to provide for transferring of certain grades and credits to a student's high school transcript and to provide for nonapplication to senior projects.

Adds to existing law to create the Higher Education Stabilization Fund, to create the strategic interest account, to provide moneys for the strategic interest account, to create surplus stabilization accounts, to provide moneys for the surplus stabilization accounts and to provide that expenditures from such accounts shall be subject to legislative appropriation.

Amends and adds to existing law to revise procedures, processes and fees before the professional standards commission; to provide for an applicant for employment at a school district to sign a release that prior personnel files shall be released to the district, to provide immunity from liability and to provide penalties for disclosure of information.

Repeals existing law relating to the education of certain expectant or delivered mothers.

Amends existing law relating to purchasing by political subdivisions to revise provisions relating to procurement requirements for certain contracts or purchases by school districts; to provide that certain procurement provisions shall apply to school districts and to provide that a political subdivision may acquire property from a responsible bidder whose bid meets certain requirements.

Amends and adds to existing law relating to education to provide for an ex officio member of the State Board of Education; and to provide for the Council of Idaho College and University Presidents.
